Because the foundation's resources alone are not enough to solve the challenges ahead, GPA also supports advocacy efforts to engage diverse partners and promote innovative solutions that advance our program goals. We work in close partnership with grantees, our colleagues in the Global Health, Global Development, Global Growth & Opportunity, and Gender Equality programs and Foundation Communications to build the environment in which all people have the opportunity to lead healthy and productive lives.The Program Advocacy and Communications (PAC) team works in partnership with program teams and other teams in GPA to achieve their policy and finance goals by:--- Developing and coordinating the execution of advocacy and communications strategies. --- Using leadership and foundation voice to implement advocacy strategies.--- Developing and managing a grant portfolio dedicated to achieving advocacy outcomes. --- Directly advocating with sector leaders, influencers, media and government officials in order to achieve advocacy outcomes. --- Leading issue-specific communications in service of advocacy goals.--- Developing policy recommendations or proposals in partnership with programmatic and regional offices.Your Role We are seeking a Program Officer, MNCH, FP, PHC Advocacy to join the Program Advocacy and Communications (PAC) team to lead the work on advocacy for policy and financing goals essential to achieving impact for family planning (FP), maternal, newborn, child health (MNCH) and a strong, equitable functioning service delivery platform for Primary Health Care (PHC).You will work closely with team members towards the development and execution of an evidence-based advocacy strategy using a women's health framework to advance results for FP, MNCH and PHC with a focus on LMICs and/or high burden countries. This role reports to the Deputy Director, Women's Health, FP, MNCH, PHC.You will lead on building an in-depth understanding of the global architecture essential for advocacy to address policy shifts and meet resourcing needs in a challenging fiscal environment for FP, MNCH and PHC and understand implications and influence at regional and country levels. You will find opportunities and gaps from an advocacy perspective towards accelerating progress for health with a focus on metrics for FP, MNCH and PHC impact and work closely with country teams for implementation. This entails identifying policy and financing barriers towards scaling game changer and best buy interventions for FP, MNCH and towards strengthening the primary health care platform.The PO will develop and manage a portfolio of grants and contracts requiring high level grant management skills, monitoring and evaluation, focused on policy and implementation advocacy for impact on FP, MNCH and PHC. You will engage with bilateral and multilateral organizations, collaborators, governments and partners to advocate for evidence-based decision making for policy influencing and for equity in coverage and quality.The work will be done in close collaboration with other teams across the foundation, including the Africa Team, India Country Office, and Program Strategy Teams. It involves collaboration with a range of external foundation grantees and partners, including government advisors at both federal and subnational levels.What You'll Do

  • Manage a complex portfolio of advocacy investments focused to fast track progress for FP, MNCH and PHC program strategy team goals linking global, regional advocacy to impact at country level in key geographies
  • Analyze the current portfolio and find opportunities to meet the needs of the program strategy teams for scale and impact
  • Work closely with the FP, MNCH and PHC program teams to align on advocacy priorities and metrics for impact finding innovative and creative advocacy strategies anchored in evidence
  • Track progress with policy impact and building momentum towards fast tracking progress for FP, MNCH and PHC goals including improved metrics
  • Maintain an in depth understanding of the landscape of advocacy partners for MNCH, FP, PHC with specific focus on LMICs using the changing global context and exploring linkages with other sectors like climate, technology etc.
  • Analyze the global advocacy architecture and assess impact on fast tracking progress on FP, MNCH and PHC outcomes at country level
  • Work with country teams to build advocacy ecosystems for impact across FP, MNCH, PHC including nutrition
  • Represent the foundation to external constituencies. This could include formal and informal presentations such as making speeches, attending conferences, committee representation and other meetings.
  • Write informative briefings and reports, and other materials on key areas and other relevant issues for foundation leadership
  • Maintain oversight of key policy shifts/asks needed for products for impact on FP, MNCH, and their corresponding funding needs
  • Foster, maintain and manage existing partnerships and alliances and identify new partners to help support and advance the objectives of the products advocacy strategyYour Experience
    • Exceptional knowledge, experience and expertise in technical advocacy and communications related to addressing policy advocacy particularly in the FP, MNCH and PHC ecosystems. Experience in working with integrated programs across the lifecycle of reproductive, maternal, newborn and child health is a requirement and work experience in an LMIC is preferred.
    • Experience and/or proven track record in engaging with government, donors, development partners, private sector in the FP, MNCH and/or PHC program areas.
    • Experience communicating around policy and advocacy efforts specific to FP, MNCH and PHC and in working with governments, academic institutions, NGOs, the private sector (in addition to the media and government), and professional associations. Hands-on experience including interaction with senior level policy makers, coalitions, and private sector partners is a plus.
    • Understanding of bilateral and multilateral institutions and mechanisms including how they fund FP, MNCH, PHC, health development programs at national and regional level.
    • Experience in building ecosystems in FP, MNCH, PHC or other areas is an added plus
    • Experience or high ability to work in a complex, matrixed environment - requiring cultural awareness, and a collaborative nature that knows the benefits of seeking consensus.
    • Exceptional project management skills including demonstrated ability to lead teams and organizations from strategy development through execution, develop shared goals and execution plans, facilitate meetings, manage budgets, developing partner consensus, and work both autonomously and collaboratively.
    • Ideally, the candidate will have experience managing a grant portfolio; either as a grantee - receiving and reporting on a grant or as a grant manager - with direct responsibility for grant making and management.
    • Ability to work with flexibility, entrepreneurship, and diplomacy both individually and as part of a complex team effort. A proven track record to effectively manage and adapt within a changing environment.
    • Ability to travel up to 25% domestically and internationally.
    • Bachelor's degree in public health, policy, development or a related field.
    • 5+ years of related experience, or equivalent experience.Must be able to legally work in the country where this position is located without visa sponsorship.The salary range for this role is $137,500 to $206,200 USD. We recognize high-wage market differences in Seattle and Washington D.C., where our offices are located. The range for this role in these locations is $149,800 to $224,600 USD. As a mission-driven organization, we strive to balance competitive pay with our mission. New hires salaries are typically between the range minimum and the salary range midpoint.
