Salary range is $80k to $175k, with a midpoint of $125k. In addition to compensation and benefits, youll find that we provide work-life balance, opportunities for professional development and recognition from your colleagues.GENERAL PURPOSE:Under general direction, plans, develops, implements and supports the Agencys transit operating engineering and technology communications systems including, but not limited to land mobile radio, distributed antenna systems, dispatch systems, telephone communications, fire-life-safety, emergency ventilation, building control management, access control, public address and customer information systems, vehicle systems and other transit related technology platforms. Provides technical leadership to staff, contractors and vendors, and serves as a subject matter expert on operations engineering and technology systems. Coordinates assigned activities with other divisions, departments and outside agencies; troubleshoots and resolves system errors, issues and warning messages as needed; and performs project engineering and technical support duties to assigned area of responsibility ensuring quality of work meets the standards set forth by the Agency. The focus for this position is radio and communication for rail transit systems. Distributed antenna systems (DAS), underground tunnel and station radio systems, emergency communication technology and other related systems. Assignments could also include other operations engineering and technology mentioned above.ESSENTIAL FUNCTIONS:The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.Provide technical leadership, mentorship and coaching to team members, contractors and vendors for operations technology systems.Conducts technical analysis, hazard and risk analysis, develops business cases and participates as technical lead on major and routine projects.Collaborates with operations and engineering staff to translate agency needs into long-term architecture solutions.Leads efforts to design complex technical solutions in accordance with established design criteria, collaborating with all necessary subject matter experts.Evaluate and oversee the design, development, implementation, testing maintenance and life cycle management of operations engineering and technology systems in revenue service.Collaborates with the Information Technology and Engineering departments on operations engineering and technology systems to establish and maintain standards, design and test new installations, support transition of new systems from capital projects and ensure delivery and maintenance of secure, reliable and high availability systems.Develop, maintain and enforce operating and maintenance standards and procedures pertaining to operations technology in collaboration with the other agency technology groups.Provides input to agency capital project design criteria based on service performance, operating needs and technological advancement of operations technology systems.Enables business continuity and disaster recovery architecture and plan.Develop and implement system enhancements to improve system reliability and performance.Perform root cause analysis and repair of escalated technical issues and trends; assist team members as needed to resolve advanced technical issues.Research, design, develop and implement solutions for fault tolerance, performance enhancement, capacity optimization and configuration management for applications.Provides expert knowledge of industry principles and practices for the area of responsibility.Manage and administer service support agreements for operations technology systems.Champions and models Sound Transit's core values and demonstrates values-based behaviors in everyday interactions across the agency.Contributes to a culture of diversity, equity and inclusion in alignment with Sound Transits Equity & Inclusion Policy.It is the responsibility of all employees to follow the Agency safety rules, regulations, and procedures pertaining to their assigned duties and responsibilities, which could include systems, operations, and/or other employees.It is the responsibility of all employees to integrate sustainability into everyday business practices.Other duties as assigned.MINIMUM QUALIFICATIONS:Education and Experience: Bachelors degree in Computer Science, Electrical Engineering or closely related field and five years of radio frequency experience in LMR or DAS, preferably in a rail or transit related environment; Or an equivalent combination of education and experience.Required Licenses or Certifications: FCC License (GROL).Preferred Licenses or Certifications:Motorola Certifications.Certification in at least one DAS system by a DAS equipment manufacturer.Required Knowledge and Skills:Core principles of engineering as it pertains to working on operational communication systems, change management, design modification and troubleshooting.Operational characteristics of the systems mentioned above in the general-purpose section.Methods and techniques involved in designing, installing, testing and maintaining multi-vendor systems and connectivity.For the communications systems: methods and techniques of performing advanced troubleshooting activities on applications, subscribers, software, hardware, networks, fiber, BDA's and peripheral equipment and maintenance of systems.Pertinent federal, state and local laws, codes and regulations, including FCC regulations, fire codes, national electrical codes, FRA rules, ATPA and local codes applicable to the system.Strong communications skills to coordinate with co-workers, customers and vendors including letter writing and complex report preparation.Techniques to work effectively under pressure, meet deadlines and adjust to changing priorities.Utilizing computer software programs affecting assigned work and in compiling and preparing spreadsheets and reports.Establishing and maintaining effective working relationships with other department staff, management, vendors, outside agencies, community groups and the general public.Developing and defining detailed technical requirements and scoping documents.Applying appropriate oral and written communication skills to various individuals ranging from Agency employees, engineering consultants and local, state and federal agencies.Preferred Knowledge and Skills: Experience with Rail/Transit based engineering and operations technology.Physical Demands / Work Environment:Work is performed in a hybrid office and field environment.Position is responsible for testing, troubleshooting, and maintaining radio equipment at stations, operations facilities, guideways, parking garages, and on transit vehicles; may be subject to hearing, talking, seeing and carrying objects up to 25 pounds.Positions working in field may occasionally be exposed to dangerous machinery, extreme weather conditions, physical harm, hazardous chemicals, and/or extreme noise.Position may occasionally work night shifts as many of the equipment under this positions responsibility can only be worked on during non-revenue (night) hours.Position includes rotating 24/7 on-call technical support including on-site attendance for emergency or critical failure conditions.The Agency promotes a safe and healthy work environment and provides appropriate safety and equipment training for all personnel as required.Sound Transit is an equal employment opportunity employer.
