Your application will be considered).The Solid Waste Division (SWD) of King County's Department of Natural Resources and Parks (DNRP) is seeking a dynamic seasoned strategic leader, who will be assigned to manage the Division's Strategy, Communication, and Performance (SCP) section. This member of the executive leadership team will report to the Division Director and help lead transformative change across a diverse business organization that is committed to nothing short of excellence.The SCP section is a new section in the Division focused on long term strategic planning and developing our lines of business. This new section will also perform division wide long range financial forecasting, rate planning and oversight as well as manage division wide process improvement and performance management work programs.Who May Apply: This position is open to all qualified applicants. If no hiring decision is made out of this batch, remaining applications will be considered.About Solid Waste Division: A division within King County's Department of Natural Resources & Parks, the award winning and innovative Solid Waste Division (SWD) has been recognized for operational excellence. The division's line of business is comprised of waste prevention, resource recovery, and waste disposal. This robust and dynamic enterprise funded division has an annual budget exceeding $100 million. More than 400 employees create value for customers across ten active locations (eight recycling and transfer facilities). Resources are harvested on-site and refuse is transported by SWD to the Cedar Hills Regional Landfill in Maple Valley, Washington. Through a public/private partnership, landfill gas is captured and converted to clean natural gas. In 2015, SWD and the partnership proudly produced enough pipeline quality fuel to heat 19,000 homes in King CountyOur Vision: We achieve zero waste of resources and enhance the environment through collaboration and innovation.Our Mission: We bring the best people together to deliver value to our customers and stakeholders and continuously improve waste prevention, resource recovery and waste disposal.Examples of Job Duties:Manage the development and administration of the Strategy, Communication and Performance section of the divisionManage the development, implementation, and administration of the long range strategic planning program including the development, implementation and administration of the division's comprehensive plan and business planManage policy development and analysisManage the division's strategic communications teamManage the development of the division's rate strategies for this enterprise fundManage the development, implementation, and administration of the division's performance management program including standards, root cause analysis, and problem solving methodsManage the development, implementation, administration, and continual evaluation of process improvement methods for the division's work programs and/or plans including coordinating the analysis and data collection on costs and benefits of continuous process improvement methodsWork with department and division leadership and colleagues in the identification of strategic imperatives and facilitate the prioritization of initiatives and resourcesOversee the research of trends, research and development of technologies and external policies and procedures to facilitate division strategies, plans and operational practicesSupervise the work of assigned staff including the full scope of human resources functions such as but not limited to hiring, employee development, conducting performance evaluations recommending disciplinary action(s), Etc.Our Ideal Candidate Will:Have advanced knowledge, experience, and skill in strategic planning techniques and principles.Have advanced experience of policy development and management with a keen eye for enterprise and external impacts associated with policy choicesHave advanced knowledge, experience, and skill in business process design and continuous improvement (Lean/6-Sigma certification preferred)Have advanced knowledge, experience, and skill in enterprise-wide performance management programsHave advanced knowledge, experience, and skill of rate-setting techniques and principlesBe seasoned in the area of human resources management techniques and principlesHave strong oral and written communication skills including the ability to communicate technical information to non-technical audiencesHave knowledge of solid waste industry, or manufacturing industry or transportation distribution methods and techniquesBe skilled in making presentations and convincing others to initiate actionBe skilled in managing project management work with varying cost, risk, financial, and political implicationsBe skilled in making timely and quality decisions in the absence of established policies and/or procedures or involving circumstances outside of controlBe skilled in facilitating decisions within the organization to get results while maintaining strong customer focusHave the ability to work on multiple projects/tasks simultaneously, while prioritizing projects/tasks that are critical to achieving long-term goalsHave the ability to work effectively with a diverse workforce and develop a results oriented collaborative team environmentHave knowledge of policies, practices, trends and technologies related to or that may affect the Solid Waste industryBe skilled in taking unpopular action when necessary and providing complete and actionable positive feedback to othersBe skilled in setting clear objectives and measures and in monitoring process, progress and resultsBe skilled at managing the creative process of others and facilitating effective brainstormingBe sensitive to how people and organizations function and can maneuver through complex political situations effectivelyBe a good listener, build rapport well and is easy to approach and talk to.Special Requirements: A valid Washington Driver License (or ability to obtain one upon hire), or alternative ability to travel in a timely manner to various locations on short notice including to sites which may not be served by public transportation.Contact Information: Please direct questions about this recruitment to Prakash Meloot, Senior Human Resource Analyst at Prakash.meloot@kingcounty.gov.
