The Engineering Manager-Train Control& Traction Power will provide direction and leadership to the Train Control and Traction Power team. This role will direct and oversee engineering work, ensuring engineering criteria are properly derived from operating needs, and that delivered products and systems conform to engineering requirements.For a look into our culture,look here.GENERAL PURPOSE:Provide strong management and leadership of technical teams providing train control and traction power engineering for Sound Transit major capital projects, small projects, and operations support. Relies upon management and leadership skill and broad technical understanding to ensure that the work performed by assigned engineering teams is completed efficiently, on time, and to a continuously improving level of quality. Train control systems include wayside signal equipment, car borne automatic train protection systems, and positive train control. Traction electrification includes incoming AC utility feeds and medium voltage AC power distribution, 1500V and 750V DC traction power substations, overhead catenary systems, and automated monitoring and control systems.ESSENTIAL FUNCTIONS:The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.--- Plans, directs, coordinates, and reviews the work of assigned staff and consultants developing agency technical design criteria, and providing broad engineering support to major capital projects and operating systems.--- Oversees staff providing technical approval of agency design criteria and standards for systems and assets in assigned engineering discipline.--- In collaboration with interfacing system owners and stakeholders, facilitates review and oversees staff providing approval of deviations from established agency standards and criteria.--- Reviews, provides input to, and accepts formal contract deliverables and submittals to provide assurance of project compliance with established agency technical criteria, policies, and procedures for design development; systems interface coordination and integration, construction, and testing and commissioning.--- Recruits, coaches, trains, and motivates staff and manages employee relations. Prepares developmental work plans for staff, recommends and implements corrective actions and disciplinary procedures as appropriate.--- Provides other support to the department / division as directed including serving on committees and review boards for cross-functional work.--- It is the responsibility of all employees to follow the Agency safety rules, regulations, and procedures pertaining to their assigned duties and responsibilities, which could include systems, operations, and/or other employees. --- It is the responsibility of all employees to integrate sustainability into everyday business practices.--- Other duties as assigned.MINIMUM QUALIFICATIONS:Education and Experience:Bachelor's Degree in business administration, public administration, engineering or closely related field, eight years of technical systems engineering experience (four of which must include management functions), that includes working with consultants and contractors, preferably in a rail or transit related environment; OR an equivalent combination of education and experience.Required Licenses or Certifications:None.Required Knowledge of:--- Theories and techniques for managing and leading organizational change, decision-making, resource planning, and employee performance.--- Principles and techniques of project management.--- General engineering principles, methods, and techniques applied during design, construction, testing and commissioning, operations, and maintenance of transportation infrastructure projects.--- Codes and related regulations applicable to area of practice.--- Recent developments, current literature, and sources of information related to emerging trends and innovation in area or practice.Required Skill in:--- Time management - Ability to manage a large workload, prioritize effort, delegate effectively, and manage commitments.--- Collaboration - Excellent ability to establish and maintain effective working relationships with other agency staff, consultants, contractors, authorities having jurisdiction, and other stakeholder groups. Is able to consistently reach consensus with diverse groups of stakeholders.--- Communication - Excellent skill in the ability to communicate clear and accurate technical information to technical and non-technical audiences in verbal and written form.--- Meeting management - Advanced skill in planning, conducting, and recording effective meetings.--- Systems thinking - Advanced skill in understanding the whole problem, seeking different perspectives, understanding interdependencies, and decomposing complex problems into solvable elements.--- Negotiation - The ability to negotiate technical and commercial issues with internal and external stakeholders.--- Conflict resolution - ability to respectfully reconcile different points of view held by diverse stakeholders on matters pertaining to area of practice.--- Performance management - Ability to develop well defined goals and evaluate performance objectively.--- Coaching - Ability to foster a relationship with employees focused on continually developing technical and interpersonal skills.Physical Demands / Work Environment: --- Work is performed in a standard office environment and in the field in support of construction, testing, operations, and maintenance efforts. Work performed during normal business hours with exceptions to accommodate testing, investigations, and other engineering activities.--- Subject to standing, walking, bending, reaching, climbing ladders, stooping, and lifting of objects up to 25 pounds; may occasionally be exposed to dangerous machinery, extreme weather conditions, and physical harm when conducting field surveys and when working in the field.--- Role requires occasional nightshift / weekend work typical of major infrastructure projects and operating transit systems.--- The Agency promotes a safe and healthy work environment and provides appropriate safety and equipment training for all personnel as required.
