Job Description:

The Transportation Department Director is responsible for the overall direction and management of the Transportation Department, to carry out the goals and priorities of the Tribe including, but not limited to the following areas: strategic planning, organizing, development and implementation of policies and procedures, budgeting, staffing, compliance with Federal, State, local law and grant regulations. The Director of Transportation carries out the policies of the Board of Directors providing leadership and guidance while directing and assisting program personnel.Essential Duties and Responsibilities* Administers the Transportation Department and the associated programs, budgets, and staff, for STAR, STTS, Rideshare, and Fleet Services.* Provides vision and leadership for the Transportation Department.* Pursue, secure and administer grants, contracts and other funding to support the various Transportation programs.* Develop and implement department policies and procedures, goals and objectives.* Establish and recommend strategic actions to sustain and promote growth and efficiencies in the Transportation program.* Manage transportation personnel, including recruitment, hiring, training, supervision, evaluation, disciplinary action and terminations.* Develop staff morale, productivity, teamwork and retention.* Direct contact for Federal Transit Administration and Washington State Department of Transportation.* Develop the annual budget; manage and responsibly expend the funds.* Responsible for all budget expenditures.* Compiles and reviews all monthly program data for transit programs.* Insures overall compliance with all Federal, State, local and Tribal laws, ordinances and policies and procedures.* Responsible for data reporting to local, state, federal and Tribal sources both in narrative and financial form; includes the annual Federal NTD report.* Grant management for all transit related grants.* Oversee the Medicaid contract(s).* Assists in the management of the Drug and Alcohol program, including random testing.* Stay current on rules and regulations governing the Transportation programs.* Build relationships and work with other Department leads on a variety of issues.* Develop and manage the capital acquisition plan and disposition of vehicles and equipment for the 100+ vehicle Tribal fleet.* Manage the GSA leased fleet of vehicles.* Manage the fuel card acquisition program, including pins and ID numbers.* Responsible for title and licensing of all Tribal vehicles, trailers and boats.* Manage the general motor pool system and vehicles.* Manage the fleet inventory system.* Analyze vehicle user needs, write specification for new vehicles when needed* Direct liaison with auto insurance broker.* Oversee the driver eligibility program with annual certification.* Process the monthly accounting for all vehicle fuel purchases and GSA lease invoicing costs.* Researches trends in automobile/equipment industries and keeps current on latest advances in technology.* Assist in management of the National Tribal Transportation Facility Inventory NTTFI); the old Indian Reservation Roads Program.* Produce traffic volumes reports, including setting out traffic tubes and counters and acquiring existing traffic volumes from other sources.* Propose roadways and waterways to add to the National inventory, including RIFDS coding of the existing and proposed roads.* Coordinate with state, county and local jurisdictions to acquire letters of agreement to add roads owned by others to the national inventory.* Section roadways based on legal requirements.* Assist in development and amendments to the Tribe's Long Range Transportation Plan.* Review and analyze proposed recommendations from the Tribe's Transit Plan.* Represent the Tribe on various Boards and Committees, as appropriate.* All other duties as assignedSupervisory ResponsibilitiesThis position will directly supervise the Transit Supervisor, the Rideshare/Vanpool Coordinator, the Fleet Coordinator, the Lead Mechanic and the Vehicle Detailer. Responsibilities include interviewing, hiring, training employees, planning and assigning work, approving payroll, conducting performance measures and disciplinary actions, addressing complaints and providing resolutions that best serve the Department.Required Knowledge, Skills and Abilities* Must be a team Leader possessing strong leadership, analytical and decision making skills* Must have effective verbal and written communication skills* Must possess excellent reading and comprehension skills* Must have excellent financial and business accounting skills for budget development and program management* Must possess conduct that demonstrates an ethical, honest and credible standing* Must have management skills showing organization, the ability to direct oneself and effectively supervise others* Must have the ability to take responsibility, complete tasks on time and effectively work in stressful, time constrained situations* Must have negotiation and conflict resolution skills* Must have ability to work effectively with diverse employees at all levels of the program, agency, and with the public* Expertise in conducting research, data collection and analysis* Must have proficiency using a computer and Microsoft Office programs* Knowledge of standard and best practices for Transportation operations and fleet management* Knowledge of life cycles and proper maintenance of vehicles and equipment* Possess skill in capital acquisition and disposing of vehicles and equipmentPosition Qualifications* Bachelor's Degree in Business, Transportation or other related field* Minimum of five (5)years in a Transportation leadership position or seven (7) years' experience in the Transportation field or a related field* Minimum of five (5) years of progressive management and supervisory experience in a lead management role* Minimum of three (3) years in Fleet Management* Experience and/or training in business management* Experience in grant management* Experience in Indian Country preferred* Current Washington State driver's license* Insurable under the Tribe's auto insurance policy* Ability to pass criminal background check and pre-employment drug screeningFull Time 40 hours/week + flexible for Tribal events as neededFull Time employees are eligible for: Health, Dental, Vision, Life Insurance, AD&D, Short & Long Term Disability401(k)PTO
