Job Description:
The mission of YWCA Seattle-King-Snohomish is to eliminate
racism, empower women. This position has a race and gender equity
component that requires critical thinking around external and
internal systems impacts on our program participants. Knowing the
core principals of antiracism and grounding those principles in
everyday work, as well as working well in BIPOC environments and
championing anti-racism policy, are required job skills and core
value. Specifically, the ability to formulate practices, policies
and Race and Social Justice Workplans embedded in race and gender
equity. The Program Manager II, manages the administration
(supervision/contract compliance) and services (client grievances
and other management level client needs) of the YWCA's King County
Homeless Services Department which includes a range of housing
services from shelter to permanent supportive housing, eviction
prevention and wrap around services for homeless and/or low-income
families. This position supervises between 8-10 life coach staff
and completes reports for multiple programs. The Program Manager II
will consult with Regional Director on Homeless Services budget.
This position reports directly to the KCSIS Regional Director -
Homeless Services.This position has a social justice component that
requires critical thinking through the lens of racism and

apply.Responsibilities:Administrative* Thorough knowledge of each
contract responsible for administering and ability to share and
explain relevant contract deliverables with staff * Responsible for
performance of services under various contracts (City, County and
HUD) that support the emergency shelter and permanent supportive
housing programs throughout Seattle and King County * Involved in
development of appropriate outcomes for contract achievement* Key
contact with Contract Monitors for contract reviews of client
services/files * Ensures client files are properly maintained and
in compliance with funder requirement* Guarantees that financial
expenditures on behalf of clients includes proper backup
documentation * Evaluates service performance by case management
staff to ensure that contract performance requirements are met*
Internally represents the agency with interdepartmental
collaboration to strengthen services and bring resources to
programs* Manages budget for Homeless Services Programs in
partnership with KC Regional Director * Familiarity with data
processes as it relates to program need and requirementsDirect
Service Day to Day Operations* Coaches and mentors direct reports
to provide equitable and culturally relevant conflict resolution,
problem solving strategies and life coaching* Works with direct
reports to uphold YWCA's philosophy of meeting clients where they
are at from a strengths based perspective; simultaneously
encouraging staff to find areas for growth and create a plan to
obtain those critical life skills * Manage 8-10 life coach staff
assigned to carry out client services. This include screening and
assessments, referrals, life skills coaching, client assistance,
retaining permanent housing and other relevant support services*
Ensure that life coach staff meets regularly with families to
review status and document progress and goals* Oversees regular
client unit inspections to ensure units are safe and hazard-free*
Oversees client interview, selection and termination process for
Seattle Housing Services Late Night Program (requires a 24/7 cell
phone to bring clients into late night) * Provides conflict
management and responds effectively to crisis situations* In
coordination with the Regional Director maintains a course of
action policy and procedure for families/clients that do not comply
with program guidelines and/or policies* Attend required safety
trainings and meetings; follow all safety and health guidelines,
standards, practices, policies and procedures; and actively
participate in the agency's Emergency Preparedness program and
activitiesCommunity Based Work* Responsible for maintaining good
working relationships with all stakeholders* Represents the agency
with like service providers, client resolutions, landlords, social
service partnerships, contract monitors* Attends meetings and
workshops facilitated by other agency providers or funders* Attend
King County Homeless Coalition meetings as a YWCA
representativeRace and Gender Equity* Analyzes and understands
population and agency data to strengthen Race and Social Justice
Workplan* Implements all work using YWCA's Social Justice
Initiative * Understands institutional and systemic intersectional
racism as well as internalized oppression* Has 3-5 recent community
based race and gender equity work projects/experiences within the
last 5 years* Has experience working in multicultural and
multiethnic communities, specifically African American/Black
communities* Exhibits a mature level in their racial identity
development and a desire for continued learningVolunteer
Requirements* Assures that clients, residents, staff, volunteers
and community partners are treated with respect and dignity
regardless of race, ethnic background, gender or socioeconomic
background. * Provides adequate opportunities for direct reports to
receive volunteer management training* Adheres to all Volunteer
Services protocol relative to volunteer usage, recognition and
monitoring. * Incorporate volunteers, where applicable, into
program operations * Work alongside volunteers, where applicable. *
Understand where internalized oppressions play a role in volunteer
and client interaction and know ways to address these oppressions
from a solutions-based perspective* This position description

Competencies:* Minimum Bachelor's Degree OR 5-10 years direct
social service experience working with low-income and/or homeless
families or domestic violence survivors. Or any combination of
skills and experience that demonstrates the ability to perform this
job effectively* Management or supervisory experience of a minimum
of 10 staff required* Direct work experience with shelter and
transitional housing programs, permanent affordable housing and/or
other residential programs* Knowledge of and strong commitment to
diversity and antiracist practices and policies, with a significant
amount of work done in the African American/Black community*
Knowledge and experience with low-income resources in the Seattle
Metro/ South King County area* Ability and willingness to work
independently and as part of a team * Experience and commitment to
working with homeless families* Knowledge of and commitment to
working with issues surrounding domestic violence* Valid WA State
Driver License and insurance required. Candidate must be able to
travel independently between multiple work sites within a day*
Strong knowledge of HMIS, prefer knowledge with Clarity and other
required reporting databases* Must be fluent with all Microsoft
Office applications including Word, Excel, Outlook and SharePoint*
Knowledge of and experience as a service provider with any of the
following: cultural diversity issues, crisis intervention, victims
of domestic violence, child abuse, substance abuse, mental health,
welfare rights, case management, sexual assault, employment
services, child development and/or positive parenting skills*
Knowledge of services available in Seattle/King County for
low-income families and survivors of domestic violence* Experience
working with communities of color and people from different
cultures than your own* Demonstrated understanding of the
intersection of racism and poverty* Core Competencies Expected:
