Because the foundation's resources alone are not enough to solve the challenges ahead, GPA also supports advocacy efforts to engage diverse stakeholders and promote innovative solutions that advance our program goals. We work in close partnership with grantees, our colleagues in the Global Health, Global Development, Global Growth & Opportunity, U.S. and Gender Equality programs and Foundation Communications to build the environment in which all people have the opportunity to lead healthy and productive lives. Group Summary The Program Advocacy and Communications (PAC) team works in partnership with program teams and other teams in Global Policy and Advocacy (GPA) to achieve their policy and finance goals by: Developing and coordinating the execution of advocacy and communications strategies. Leveraging leadership and foundation voice to implement advocacy strategies. Developing and managing a grant portfolio dedicated to achieving advocacy outcomes.-- Directly advocating with sector leaders, influencers, media and government officials in order to achieve advocacy outcomes. Leading issue-specific communications in service of advocacy goals. Developing policy recommendations or proposals in partnership with programmatic and regional offices. Position Summary The Deputy Director, Family Planning (FP), Maternal Newborn and Child Health (MNCH) and Primary Health Care (PHC) guides team members in the development and implementation of advocacy strategies, the development and management of portfolios of foundation investments, and works with external partners to drive financing and policy objectives in support to programmatic FP, MNCH and PHC objectives. This role leads a team and relationships with grantees, contractors and key partners to achieve the foundation's desired impact, and provides project briefings and updates to foundation leadership. Core Responsibilities Lead the development and implementation of strong advocacy strategies to address policy and financing challenges on FP, MNCH and PHC, in partnership with program teams, other GPA teams and regional offices, with an emphasis on interlinkages between these issues. Provide leadership on policy analysis and implementation, via direct foundation engagement and partners, to support family planning, MNCH and PHC programmatic objectives. Facilitate development of annual investment plans and budgets and provide strategic guidance in crafting grants and contracts that require complex research or analytics. Accountable for the identification and assessment of key portfolio risks, and the development and management of mitigation/contingency plans at the portfolio level. Advise, mentor, and support colleagues within team and their grantees in the design, improvement, and execution of project, initiatives and engagements. Lead partnerships and grantee relationships to achieve impact, for example, by conducting site visits, convening meetings of key partners, monitoring and evaluating components of grants. Serve as a foundation spokesperson on FP, MNCH and PHC advocacy priorities internally to foundation Co-chairs and leadership and externally to global health partners. This role leads people and is responsible for hiring the talent to achieve strategic goals, ensuring successful employee onboarding, communicating performance expectations, crafting goal alignment, integrating project and change management, giving and seeking feedback, providing mentorship, measuring progress and holding people accountable, supporting employee development, and recognizing achievement and lessons learned. Position Reports to: Director, Program Advocacy and Communications, Health Core Knowledge and Skills Experience in the effective design and execution of strong advocacy strategies with low and middle-income country government audiences, utilizing a wide range of advocacy tools from communications campaigns to evidence-rich policy discussions and creative partnership building, resulting in measurable finance and/or policy successes.-- Experience and/or shown ability engaging with government partners in Africa and/or Asia, contributing to the development and implementation of health policies and mobilizing financing for health in low and middle-income countries. Deep knowledge and dedication to health, including in FP, MNCH and/or PHC. Proven track record to lead and influence others. Demonstrated ability to work with efficiency, diplomacy, and flexibility as part of a team. Experience working on, and managing teams with diverse cultural and professional backgrounds. Experience in strategic planning and strategy implementation. Demonstrated excellence in writing and data analysis, written and oral communication skills, and experience advocating and communicating with a broad and diverse audience. Experience in a role requiring collaboration in a complex organization and working with external organizations. Ability to e stablish and maintain a high integrity, collaborative culture, including the ability to manage conflicts and build consensus.
