Under the general direction of the TERO Commission the TERO Manager
is responsible for the implementation of the Tribal Employment
Rights Office Ordinance (TERO). The TERO Manager will work closely
with contractors, other tribal departments and non-tribal
organizations to meet the mandates of TERO. This position will be
the lead in the initial design and implementation of the TERO
department. The TERO Manager is responsible for carrying out the
daily enforcement of the Tribal Employment Rights program and the
day-to-day functions of the TERO department.Manage, establish and
coordinate program operations, budgets, records and reports within
approved Tribal policies and procedures.Serves as primary contact
with various Federal, State, Tribal and local employment rights
offices, businesses and enterprises regarding Indian Preference
issues.Develop, implement, review and modify the TERO program
structure and associated policies, procedures and services.Educate
Tribal entities on TERO and training opportunities that are
available.Apply for and obtain funding from Federal, State or other
sources to supplement Commission appropriations.Attend TERO
hearings. Bring actions in Tribal court and other jurisdiction as
necessary to carry out the intent of TERO ordinance.Provides
assistance to individuals regarding filing of complaints and
information requests.Provide reports as required to the Commission
and/or Tribal Council.Establish regular communication with Council,
Managers, Supervisors, other government agencies, clients and
community members to promote effective working
relationships.Establish and administer a Tribal hiring hall.Require
employers to give preference to Tribal and other Indian-owned
businesses in the award of contracts and subcontracts.Establish
referral services with counseling programs to assist preferred
employees to retain employment.Maintain compliance with all
applicable policies, commission charters, ordinances and laws to
include carrying out the daily enforcement of the Snoqualmie Tribal
Council Act 5.1 Tribal Employment Rights.Work cooperatively with
the TERO Commission and Tribal Council to achieve the TERO goals
towards exercising the unique employment rights of Snoqualmie
Tribal members and other Indians.Ensure TERO investigation,
hearings, contracts, hiring practices and complaints are conducted
professionally, fairly and timely and in compliance with Act 5.1
Version2-2022.Attend all necessary meetings, trainings and
workshops.All other duties as assigned.
Requirements:
Bachelor's Degree in Business Administration, Public
Administration, Human Resources, Law or a closely related field
from an accredited college or university; or a combined equivalent
of education and experience that demonstrates the abilities to
perform the essential functions of the position is required.Ability
to read, translate, comprehend and implement applicable Tribal
codes, policies and regulations relevant to TERO and other
employment laws.Knowledge of, and experience with, Tribal
Employment Rights ordinances is required.Minimum of 5 years of
related work experience to include customer service,
investigations, employee training programs and report writing is
required.Must be able to effectively communicate both written and
orally.Must have experience with public speaking to include
effective and persuasive speeches and presentations on
controversial or complex topics.Grant writing and reporting
experience required.Conditions of EmploymentMust agree to be
subject to the Tribe's Controlled Substance and Alcohol Testing
policy to include pre-employment screening.Must have and maintain a
valid Washington State Driver's License.Must pass an extensive
background check.Work EnvironmentThe work environment is generally
within an office environment in a controlled atmosphere building;
however, outside work may be required which will be subject to all
weather types.Tribal PreferenceThe Snoqualmie Indian Tribe follows
the Tribal Hiring Preference as outlined in tribal policies, which
allows hiring preference to qualified individuals that are enrolled
in a federally recognized Indian tribe.Additional InformationThis
is a full-time salaried position and employment is at-will.Starts
