General Purpose **THIS JOB POSTING MAY BE USED TO FILL MULTIPLE POSITIONS Under general direction, directs, manages and coordinates the activities of the IT Office Productivity Services team; develops and delivers solutions to agency business groups involving general-purpose software platforms including SharePoint, AgilePoint BPM, Office 365, low-code application development platforms, and ITIL-based service management tools; provides application administration services related to enterprise COTS and SaaS products. Essential Functions The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties. Plans, directs, coordinates and reviews the work of assigned staff; assigns work activities and coordinates schedules; reviews and evaluates work performance and makes recommendations. Develops positive working relationships with end user organizations and individuals; aligns service delivery with business strategies. Coaches and motivates staff; coordinates and/or provides staff training; manages the intake, workflow and prioritization of project and work requests; monitors progress; provides advice and counsel to staff; creates staff development plans; implements or recommends corrective actions, discipline and termination procedures as appropriate/necessary. Manages a variety of technology projects from inception through delivery and maintenance; develops and manages all associated functions associated with activities including procurements, budgets, requirements, specifications and estimates for contracting and development services; applies systems design knowledge when implementing a variety of information systems technology solutions. Interacts with internal business customers to define and understand goals and needs to assist in leveraging appropriate technologies and processes; manages the delivery of change through a blend of internal and contract labor as well as contracted vendor teams. Supports Records Management functions via Office 365 and other IT applications. Establishes governance and other frameworks for end users and IT staff to follow in the utilization of general-purpose software platforms and tools; oversees solution design and delivery for the purpose of improving the efficiency of internal business operations. Develops, administers, maintains and oversees the team's annual budget; makes recommendations and forecasts for future resource needs including staffing, software, equipment, materials, and other services; reviews and approves expenditures and implements adjustments. Prepares and maintains plans for ongoing support and development of deployed systems and solutions; meets with vendors; partner agencies; and developer communities to get perspective on best practices; conducts research and makes recommendations regarding emerging technologies, tools, applications and systems, considering factors such as cost, adoption, standardization, flexibility and reuse. Oversees problem resolution, system backups, archiving, and disaster recovery and provides expert support when necessary; monitors solution performance and availability. Provides support to the department on matters as directed; serves on a variety of boards, commissions, and committees; prepares and presents staff reports and other necessary correspondence; attends and participates in professional group meetings; ensures processes, policies and practices are interpreted and applied consistently and effectively; ensures accountability and compliance with all current and applicable state and federal laws, agency policies and procedures, rules and regulations. Minimum Qualifications Education and Experience: Bachelor's degree in computer science, information technology, business management information systems, or closely related field and six years of experience managing a major technology program functional area or IT project delivery management experience that includes three years of staff supervisory, budgetary, and management responsibility; OR and equivalent combination of education and experience. Required Licenses or Certifications None Required Knowledge of: General-purpose software platform capabilities - particularly those providing electronic collaboration, automated workflows, document/records management and configurable (low-code) application development Methods of work intake, prioritization and release management Methods of project delivery, including both agile and waterfall System integration patterns and technologies Principles of supervision, training and performance evaluation Advanced principles, practices, methods and techniques used in the implementation, deployment, troubleshooting, and maintenance of software systems and applications, and the software lifecycle Requirements elicitation and documentation, planning, development and testing System design and development at a senior level utilizing various technologies Strategic planning, leading teams, setting up best-practices and release-management methods Project management and team coordination methods Budget processes, resource planning and expense management Operational characteristics of a variety of computer and network systems, applications, hardware, software and peripheral equipment Procurement, inventory and management of IT assets Contract management and software licensing practices System architectures and technical solution design Project and operational management of complex technology solutions Training methods Quality assurance and testing practices Information security practices Principles of business writing and basic presentation preparation English usage, spelling, grammar and punctuation Modern office procedures, methods, and equipment including computers and computer applications such as word processing, spreadsheets and other office products Pertinent federal, state, and local laws, codes and regulation Required Skill in: Leading teams and influencing others to meet business objectives Leading IT analysts in the development and on-going support of software-based business solutions Managing complex change in large organizations Delegating tasks and authority Establishing and maintaining effective working relationships with other departmental staff, management, vendors, outside agencies, community groups and the general public Managing projects within the development team and participating on all projects, upgrades and implementations that impact the production environment Ensuring coordinated, quality systems implementations and deployments Continuous process improvement strategies Evaluating and recommending software platforms and tools, consulting services, and necessary infrastructure components Interpreting and administering policies and procedures sufficient to administer, discuss, resolve and explain them to staff and others Managing multiple concurrent projects Preparing and analyzing complex data and comprehensive reports Responding to inquires with effective oral and written communication Researching, analyzing and evaluating new service delivery methods and techniques Working cooperatively with other departments, agency staff, and outside agencies. Developing and monitoring division and program/project operating budgets, costs, and schedules Demonstrating positive customer relationships. Physical Demands/Work Environment Physical Demands / Work Environment: Work is performed in a standard office environment. Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 25 pounds.
