Vehicle and Facilities Maintenance Director

THE POSITION

Kitsap Transit has an exciting and unique opportunity for a qualified and experienced person to direct the acquisition, maintenance, operation and repair of agency vehicles, equipment, buildings, facilities and grounds maintenance programs. This position also directs the staff and operations of the agency's vehicles, facilities maintenance and inventory control divisions. This position is an integral part of a dynamic management team and reports to the Executive Director.

As the head of the Maintenance Department, the Maintenance Director supervises two administrative staff and one maintenance manager, who in turn supervises five vehicle maintenance supervisors, one facilities maintenance supervisor and one inventory control supervisor. The vehicle division is responsible for the maintenance of 500+ vehicles and currently has twenty eight staff members, the facilities division currently has thirteen staff members and inventory control has five staff members. As one of six department directors reporting directly to the Executive Director, the Maintenance Director carries out the policies set by the Board and functions within the parameters of applicable state and federal laws. Directors administer programs and act as program managers within their areas of responsibility, ensuring their staff completes assigned work efficiently, effectively and within all applicable safety guidelines and designated timelines. Directors are responsible for preparing, presenting and administering their department budgets and for ensuring monies are spent correctly and legally. Directors are also responsible for hiring, training, coaching, and disciplining their staff.

DUTIES AND RESPONSIBILITIES

Directs and administers the agency's vehicle and facility maintenance and inventory control program; establishes guidelines for vehicle and facility maintenance inspections and repairs; analyzes operational and service demands for vehicles, facilities and inventory control; develops projections of future vehicles and facilities as well as their service requirements; ensures compliance with safe working practices; develops and implements short and long-range vehicle and facility maintenance and acquisition plans, establishes inventory levels in support of the maintenance plan.

Manages the security contract to ensure proper security after hours at all Kitsap Transit properties, and arranges additional coverage for special events. This position also manages the custodial contract for select facilities. Manages vendor contracts that support the agency's operation.

Establishes and provides direction and leadership to maintenance; reviews performance statistics and formulates methods to improve services; analyzes data and develops/recommends solutions and writes reports.

Directs and manages major vehicle acquisition projects; prepares bid specifications, oversees the bidding process, evaluates bids and recommends awards; reviews acquisitions for quality and adherence to contract requirements; administers warranty terms; approves payments and manages small works roster to ensure compliance with labor and industries prevailing wage requirement.

Reviews the operation of facilities and equipment to determine best practices for preventive maintenance inspections to minimize downtime; makes recommendations for improvements to facilities and equipment; ensures that maintenance personnel are adequately trained and equipped to perform vehicle and facility maintenance functions in compliance with all applicable safety guidelines.

Develops and administers the department operating and capital budgets; monitors expenditures; participates in the development of the agency's long-range budget; participates with other directors in discussions and decisions that affect the agency.

Monitors and evaluates legislation and other developments related to public transit, facilities and environmental health, and formulates and directs the administration of appropriate policies and procedures.

Makes presentations to a variety of groups and organizations; serves and represents the agency on various internal and external committees, boards and task forces.

Resolves discrepancies or procedural problems and responds to service delivery questions ensuring necessary follow-up; confers with and advises staff and others in resolution of problems and complaints, and interpretation of maintenance goals and policy.

Participates in labor negotiations; interprets and administers two labor contracts.

Directly and through subordinate supervisors, hires, trains, assigns work to, monitors and evaluates staff; provides for and/or conducts staff development; establishes work methods and standards; initiates corrective and/or disciplinary action and responds to grievances and complaints according to established personnel policies and procedures and relevant collective bargaining agreements.

Provides positive leadership through continuing coaching and mentoring of staff.

THE IDEAL CANDIDATE


  • Has a solid maintenance background
  • Has experience with management principles, practices and concepts such as planning, directing, staffing, budgeting, and evaluating programs
  • Has experience with principles and practices of labor contract negotiation and administration
  • Has experience with principles and practices of program/project management, development, implementation, operations and evaluation
  • Has experience with principles and practices of inventory management
  • Has experience with service contract management
  • Has experience with principles and practices of effective leadership, management, development, motivation, supervision and evaluation of professional and support staff including safety sensitive employees
  • Has knowledge of current federal and state laws and regulations related to public transportation, facilities and environmental health
  • Has knowledge of Federal Transit Administration regulations as it applies to the maintenance division of a public transit agency
  • Has knowledge of current technological advances in vehicle and facilities maintenance


    • Is skilled in managing vehicle and equipment maintenance, repair and acquisition programs
    • Is skilled in developing and administering departmental policies, procedures, programs and budgets
    • Is skilled in evaluating service and system performance
    • Is skilled in analyzing, evaluating and recommending improvements to programs and services
    • Is skilled in conducting research and preparing clear, concise and comprehensive reports
    • Is skilled in understanding and applying complex regulations, procedures and guidelines
    • Is skilled in communicating effectively orally and in writing
    • Is able to use computers and office software including word processing, spreadsheets and database programs in a Windows-based operating environment
    • Is able to work under pressure, addressing significant problems and tasks that arise simultaneously and/or unexpectedly
    • Is able to establish and maintain effective working relationships with other Kitsap Transit employees, the Board, representatives of other organizations and the public.


      This position serves as part of the senior management team and participates in the development of agency policy that conforms to Kitsap Transit's vision, goals and objectives. The successful candidate will serve as Kitsap Transit's advocate and represent the agency in a wide variety of formal and informal settings.

      QUALIFICATIONS

      A Bachelor's degree in transportation management, business or public administration and five years of increasingly responsible experience in vehicle, facilities and equipment maintenance in a public transit environment including three years of program management and supervisory experience; or an equivalent combination of education and experience.

      Kitsap Transit employees who wish to apply must have a satisfactory performance and attendance record. Kitsap Transit Operators with any of the following criteria in the last twelve months are excluded from recruitment opportunities:

        THE AGENCY

        Kitsap Transit (KT), a Public Transportation Benefit Area Authority (PTBAA), was established by the voters in 1982. It operates routed, paratransit (ACCESS), vanpool and worker-driver services throughout Kitsap County. In 2000, KT opened its main transportation hub, the Bremerton Transportation Center (BTC); a major, multi-modal center serving buses, pedestrians, car ferries and passenger-only ferries.

In 2017, Kitsap Transit carried more than 3.59 million riders across a multi-modal system of routed buses, passenger ferries, paratransit shuttles, vanpools and worker/driver buses for the Puget Sound Naval Shipyard.

        Kitsap Transit's Charleston Base in Bremerton and the North Viking Base in Poulsbo are registered to ISO 14001:2015 for environmental management systems. The certification is for public transit vehicle staging, fueling, lubrication, washing, maintenance, dispatch and administrative support activities.

        SALARY AND BENEFITS

        The salary range for this position is $9,216 - $12,389 per month depending on demonstrated knowledge, skills, abilities and experience.

        Kitsap Transit provides a generous benefits package including subsidized medical insurance and fully paid dental insurance for employee and dependents, as well as disability insurance and life insurance. This position participates in the Washington State Public Employees' Retirement Plan with the option of participating in a state administered deferred compensation plan. Employees receive a generous general leave accrual and 11 holidays pro-rated based on the number of hours worked per pay period up to a maximum of 80 hours per pay period. Kitsap Transit also provides employees and certain dependents with a free transportation pass on Kitsap Transit.

        WORKING CONDITIONS/PHYSICAL REQUIREMENTS

        Positions in this class typically require: fingering, talking, hearing, seeing and repetitive motions. Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met. Frequent travel and on-call work.
