We will consider your application.)The Facility Engineering and Science Section (FESS) of King County's Solid Waste Division is looking for an Asset Management Program Manager. This is a Term Limited Temporary (TLT) position expected to last one year from the time of hire unless extended. This position is available as a special duty assignment for eligible King County employees.The Asset Management Program Manager position will provide high level directional support and coordination to those that build, buy, maintain, and retire assets in the Solid Waste Division (SWD) of King County's Department of Natural Resources and Parks (DNRP). Located within the division's Facilities Engineering and Science Section (FESS), this position will have the opportunity to work with highly skilled employees throughout the division to catalogue assets in the division's possession, identify the condition of those assets, define asset categories, recommend replacement strategies for asset categories, train division personnel on the basic elements of asset management, and directly participate in the modernization of SWD's asset management program. The Asset Management Program Manager reports directly to the FESS Managing Engineer. The Asset Management Program Manager is expected to practice continuous improvement and equity and social justice principles and will work to improve effectiveness and equity in how the division manages its assets. The employee in this position will use their interpersonal skills and technical expertise to advice, train, and provide support to Solid Waste Division employees about asset management issues.Who May Apply: This position is open to all qualified applicants. This position is NOT overtime eligible.Facility Engineering and Science Section (FESS) Profile: Facility Engineering and Science Section (FESS) staff plan and manage CAMP projects to assist the development and operation of transfer facilities, new landfill areas and seven closed landfills. The unit also provides Project Engineering services for the Capital Project Management Unit, which manages projects at 7 closed landfills, the CHRLF and siting and constructing solid waste transfer facilities. FESU performs facility inspections and provides engineering support for facility operations and maintenance directly, and through the management of associated contract services. Staff also provides environmental monitoring, evaluation and reporting. In collaboration with Operations, they ensure regulatory and permit compliance for all solid waste facilities. Specialized ESS staff provide CAD and SCADA technical services.Examples of Job Responsibilities: Coordinate work and provide leadership to SWD's asset management team. Resolve team disputes. Coordinate review/comment processes related to asset management policies, processes, and program.Provide technical analysis of asset lifecycles, and how SWD assets progress from acquisition/construction to commissioning, operations, and ultimately to disposition. Develop an asset strategy for the division in the form of an Asset Management Strategic Plan.Evaluate SWD's existing asset management programs, and prepare recommendations for streamlining and improving them. Perform a gap analysis between the division's existing programs and ISO 55000 standards.Understand existing asset classification processes and replacement strategies; make recommendations for changes and improvements.Draft key policy documents for review by the asset management team and SWD leadership including an asset management policy, replacement policies, inspection schedules and procedures, asset management key performance indicators, and onboarding procedures for new assets.Work with King County Information Technology and SWD technology experts to identify software and/or hardware needs to implement the approved asset management policy and strategic plan.Develop a repository of existing SWD assets, their characteristics (location, asset category, acquisition, replacement policy, etc.) and procedures for keeping the repository up to date.Our Ideal Candidate Will Have:Skills in gathering, manipulating and using data utilizing a computer and other tools. Experience with building information modeling (BIM) is desirableFacilitation and negotiation skills; knowledge of negotiation principlesSkills in program evaluation, advocacy and promotionSkills in applying quantitative and qualitative analytical methods; may include skills in applying statistical analysisSkill in working as an effective team memberSkill in managing multiple tasks simultaneouslyWritten and oral communications and presentation skillsSuccessful candidates will also exhibit the following core competencies:Customer Focus skills - Dedicated to meeting the expectations and requirements of internal and external customers; establishes and maintains effective relationships with customers and gains their trust and respect.Organizing skillsTime Management skills - Uses time effectively and efficiently done in less time than others.Organizational Agility - Knowledgeable about how organizations work; understands the origin and reasoning behind key policies, practices, and procedures.Our Most Competent Candidate Will have:Previous experience administering an asset management program with a public agency.Certification from the Institute of Asset Management or familiarity with international asset management standards (ISO 55000-55002)Union Representation: This position is represented by Teamsters Local 117.
