JOB SUMMARY

The Manager Behavioral Health Program works directly with Chief Operating Officer to develop, maintain, and expand an outpatient Behavioral Health Program at WhidbeyHealth. This position provides administrative and clinical leadership and is responsible for the coordination, planning, design, development, delivery and evaluation/continuous improvement of the Behavioral Health program that is in alignment with strategic organizational goals/objectives.

The Manager Behavioral Health Program is expected to have supervisory duties for clinical and non-clinical positions.

PRINCIPLE FUNCTIONS includes the following, other duties may be assigned:


Act as the clinical authority of the program and establishes clinical systems and standards of care from a culturally accountable and trauma informed clinical lens.
Maintain proper operational controls, administrative and reporting procedures, and systems to meet and exceed the clinical and financial goals of the clinic/program.
Interface with community partners to establish needs that WH can meet in the BH arena and provide regular bidirectional communication between this program and our community partners.
Assist in education and marketing of this program to our communities and partners.
Identify and assist in preparation of applications for grants and other funding sources to support BH services on Whidbey Island, lead the implementation of any grants received in conjunction with the COO, and assist in meeting deadlines for reporting and deliverables for grants received.
Establish an outpatient BH service by:

Recruiting clinical psychologists, PMHNPs, and/or CISWs to provide counseling, psychiatric evaluation and management services, including medication management services
Establish a MAT (medication assisted therapy) program for patients with opioid use disorders,
Establish a SUD (substance use disorder) program for other substances of abuse, including alcohol and stimulants.
Integrate these services with those provided in nearby emergency departments, including WhidbeyHealth's, correctional facilities, and stabilization centers.


Create the policies and procedures specific to the provision of outpatient BH services outlined above.
Participate in all quality management and improvement activities
Establish appropriate billing practices, including working with Revenue Cycle, and other departments to support maximizing financial performance.
Provide input on clinic budget inputs related to BHC expenses and works with Chief Operating Officer to monitor revenue and expenditures on an ongoing basis.
Maintain current knowledge of all matters related to clinic operations, including (but not limited to) managed care, patient billing, confidentiality protocols, and disseminates information to staff on a regular and timely basis, providing training in these areas to newly hired staff and serving as a resource and facilitator for ongoing training to existing staff.
Adheres to and promotes safety as a priority in the workplace.
May provide some direct nursing patient care / care management services.
Other duties as delegated by the COO.




Supervisory Responsibilities:


Manage all clinic staff, assigns tasks, schedules, approves time off, and provides training, direction, performance evaluations, and performance-related counseling as appropriate.
Conducts and facilitates regular meetings and huddles with staff to ensure efficient flow of information and to recognize and resolve organization or procedural problems in a timely manner.
Facilitates development of staff and motivates them to meet organizational, departmental, and professional commitments.
Ensures team members are properly trained and informed of procedures, policies, and processes that result in high reliability, safety, and quality outcomes.
Assume staff duties as needed in the absence of staff availability.
Responsible for appropriate recruitment, selection, and retention of staff, attempting to minimize turnover of productive employees.
Conduct annual performance evaluations for staff and address performance or behavioral issues as needed.
Delegate effectively by establishing clear expectations, including appropriate follow up and accountability.


JOB KNOWLEDGE & QUALIFICATIONS

Education


Required:

Graduate of an accredited school of nursing or
Master's degree in social work or counseling from an accredited college or university.


Preferred:

Bachelor's Degree in Nursing (BSN) or
Licensed Independent Clinical Social Worker (LICSW) or
Licensed Mental Health Counselor




Training and Experience


Minimum two (2) years of progressive leadership experience in a healthcare or behavioral health field.
Current knowledge and experience working with a Behavioral Health program.
Strong understanding of state and federal regulations and guidelines pertaining to behavioral health service delivery.
Able to work in less well-defined or structured situations and comfortable with ambiguity and change, while putting systems in place to support consistency and predictability.
Demonstrated ability to gather utilize, and disseminate use of data in guiding and supporting practice


Certificates, Licenses, Registrations


Active WA State RN License or
Active WA State Licensed Mental Health Counselor
Active BLS Required
