Our department is organized into four divisions: Youth and Family Empowerment (YFE), Homeless Strategy Investment (HSI), Aging and Disability Services (ADS) and Leadership and Administration Division (LAD) that collectively provides services to the community in three ways: Funder, grantor and steward of public investment dollars to community agencies; Direct Service provider primarily through case management; and Convener through community and stakeholder engagement activities.About the DivisionThe Homeless Strategy and Investment (HSI) division ensures a continuum of resources and services exist in our community to support families and individuals experiencing homelessness.Our region's current needs are outpacing care system shelter and affordable housing capacity, leaving too many seniors, families and individuals sleeping on the street and in vehicles. Many have lost their jobs, experienced a sudden financial challenge, or are temporarily "down on their luck". A recentNeeds Assessmentin which more than 1,000 individuals were surveyed shows that when we address homelessness, we are addressing a diverse group of people who all have unique stories. Our work is grounded in Pathways Home , the City of Seattle's policy framework for addressing homelessness. It is driven by three guiding principles: Create a Person-Centered, Systemic Response; Invest in Programs that Work; and Address Racial DisparitiesThe Homeless Strategy & Investment (HSI) division team engages with stakeholders across the City and King County to collectively implement the following Scope of Work: Reduce the number of people living unsheltered. Quickly move people from homelessness to stable housing. Decrease the number of people who need homeless services.Position Description:HSD is seeking a Sr. Manager to lead the strategic direction of the City's Navigation Team, a group of social service providers and specially-trained police officers, located in our Homeless Strategy and Investment Division.You will be successful in this role if you: Have a strong understanding of and commitment to Race and Social Justice impacts to and outcomes for the community; Have superior Relationship Building skills with diverse stakeholders at all levels of an organization; Are a Collaborating Rock Star. Job Responsibilities This position reports directly to the Division Director of Homelessness Strategy and Investment and will serve as a key advisor on system and policy reforms needed both in our service delivery system and within departments to more effectively address the crisis of homelessness. The HSI Sr. Manager develops, implements, and monitors the policies and operating procedures for the City's Navigation Team. This is a Matrix Management reporting structure. There are 5 current City employees on the team, 8 Vendor Outreach professionals that partner with the City, and 20 contracted outreach professionals that work in a concerted effort to reduce the number of individuals experiencing homelessness. This position works in tandem with the direct supervisor of the Navigation Team.This position is also responsible for developing the strategic direction of the City's Navigation Team, which serves as the primary contact for people living in unsanctioned encampments. The work of this team is in support of the City's action plan for addressing homelessness through its Pathways Home initiative.This leader will be the key liaison to other stakeholders regarding the Navigation Team and will expand partnerships with other city departments, non-profit agencies, governmental entities, funders and community partners, as well as with non-traditional partners. Qualifications Minimum Qualifications Solid knowledge of race and social justice principles and its application to homelessness; BA Degree in public administration, public health, human services, public policy, social work or related field (experience may be substituted for education); 2 years of Matrix management experience moving people to action; 2 years of human services and/or social services administration experience (program or service operations); 2 years of presentation, group facilitation, and/or public speaking skills and experience; 2 years of experience building community consensus with demonstrated ability to communicate and work with stakeholders to effectively address a variety of homelessness issues in a culturally appropriate manner; and Strong written, oral and interpersonal communication skills, with the ability to appropriately communicate executives, staff, community-based organizations, stakeholders and government agencies.Desired Qualifications Expert knowledge of race and social justice principles and its application to homelessness; MA Degree in public administration, public health, human services, public policy, social work or related field (experience may be substituted for education); 5 years of Matrix management experience moving people to action; 5 years of human services and/or social services administration experience (program or service operations); 5 years of presentation, group facilitation, and/or public speaking skills and experience; 5 years of experience building community consensus with demonstrated ability to communicate and work with stakeholders to effectively address a variety of homelessness issues in a culturally appropriate manner; Superior written, oral and interpersonal communication skills, with the ability to appropriately communicate executives, staff, community-based organizations, stakeholders and government agencies; 1-year technical expertise in the administration of the homeless services system within Seattle King County or other large metropolitan areas with similar complexities; and Public sector or non-profit experience.
