Position Complexities
The WaNPRC is a complex organization, with eight diverse units and -150 staff, including professional, classified from 3 unions, part time staff, and students. This requires an understanding of several union contracts as well as overall University policies and procedures that have to be incompliance with local, state and federal authorities and oversight.

The HRA must be self-motivated and able to identify gaps and areas that need improvement. These areas will then be presented to key stakeholders for buy-in and on-going support.

Based on assigned delegation of authority, the HRA will exercise independent decision-making that aligns with the integrity of the organization and the University. The HRA must stay current and informed of all UWHR policies and procedures as well as State and Federal law, and actively integrate and implement them as needed. The duties assigned to the HRA are highly sensitive and dynamic and require the incumbent to be flexible, respectful, ethical, supportive and discrete. The HRA will report to the Director of Human Resources and Operations in the Office of Research.

This position plays a critical role in supporting the infrastructure and on-going needs of the WaNPRC. There are multiple dimensions that impact the university at every level. This individual will have key interactions with staff and academic personnel to ensure that the WaNPRC is achieving its mission of supporting strong science, ethical animal research, animal welfare and compliance.

DUTIES AND RESPONSIBILITIES

Human Resources Operations (50%)

  • Recruitment and Hiring: manage the end-to-end process; serve as the designated hiring manager for unit leaders; support the development of position descriptions; conduct compensation analysis in partnership with the Finance office, unit leaders and central HR Compensation Office; and support candidate interviews, hiring and onboarding.
  • Workday Operations: submit and manage Workday transactions to facilitate all aspects of recruitment, hiring, compensation, time and absence, position management and termination.
  • Leave Administration and Accommodations: work closely with central HR to provide consultation and guidance on leave policy and procedure; advise employees regarding the provisions of laws and policies governing the types of leave and usage; track employee's time off during leave to ensure accurate compensation payment to employee; and ensure compliance with university and other laws on matters related to the Americans with Disability Act and all other applicable labor laws.

    Employee Management (35%)
  • Performance Management: provide consultation and advice to supervisors and managers on policies and procedures related to managing an employee's performance to meet the expectations of the position's duties and responsibilities.
  • Complaint Resolution and Reviews: work closely with central HR Consultant. Provide information and advice to employee or supervisor regarding resources and options; lead and/or assist with unit reviews and investigations to resolve allegations of policy violations and workplace complaints.

    Union Labor Relations (10%)
  • Management-Labor Relations: stay apprised of labor contract agreements in order to provide information and guidance to supervisors and managers to ensure consistent application of contract terms and conditions; may participate on contract negotiation efforts.

    Special Projects and Other Duties (5 %)
  • Represent WaNPRC related to the position's area of subject matter expertise, may be asked to lead special projects and/or serve on ad hoc committees and work groups

    Lead Responsibilities:
    Mentorship & leadership support for all personnel

    Supervisory Responsibilities:
    Direct supervision for student helpers.

    MINIMUM REQUIREMENTS
  • Bachelor's Degree in human resources, business administration or closely related field.
  • Six to eight years of relevant experience

    Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.

    ADDITIONAL REQUIREMENTS
  • 5+ years' direct experience in human resources with increasingly responsible duties.
  • Knowledge of State and Federal employment laws
  • Excellent written and verbal communication skills
  • Strong analytical and problem-solving skills
  • Demonstrated ability to exercise a high level of discretion, judgment and tact
  • This position's primary appointment will be in Seattle, Washington, at the University of Washington campus.
  • There will be additional personnel support for the satellite facility in Mesa, AZ.
