Delivery Managers serve as the Chief Scrum Master across all
delivery teams within a product. They are responsible for the
overall solution delivery and support of large-scale programs with
complex integrations. Delivery Managers are responsible for
managing the communication across program stakeholders, defining
mitigation strategies to remediate risks & issues, and assisting
teams to ensure that the value being delivered aligns to the
product vision defined by product managers.

implementing and maintaining IT systems in accordance with our
Sustainable Development Goals (SDGs). This Delivery Manager will
also be responsible for working with the Sustainability business
teams to understand their goals in order to drive IT initiatives to
support the overall sustainability vision/program.
This role is a modern hybrid of Delivery Manager, Scrum Master, and
Release Manager. The Delivery Manager works closely with the
Product Owner and Analysts to plan the backlog/scope of work for
the engineering team and works closely with the engineers to get
questions answered and requirements updated. As a Delivery Manager
you will be expected to provide direction, execute project
work-streams and follow-up to ensure projects are delivered within
scope, schedule, and within budget.

ROLE
--- Works with product owners to plan release schedules from the
technology perspective (i.e. coordinate teams for delivery against
release schedule).
--- Works with stakeholders to create a high-level preliminary
release and project delivery plans for product features.
--- Ensures effective communication, collaboration, and team
engagement in initiatives that cut across portfolios and
products.
--- Adheres to technology standards while developing systems.
--- Revises standards in response to change.
--- Understands Resource Management and the value of the resource
management; and may practice one or more behaviors associated with
the skill.
--- Applies standard techniques and tools to carry out analysis and
performance monitoring activities for specified products.
--- Supports problem resolution; resolves issues; and acts on
feedback and usage of in-life products.
--- Provides input to the requirements base-line.
--- Investigates, manages, and applies authorized requests for
changes to base-lined requirements, in line with change management
policy.
--- Works with the project team to define, document project scope,
and plan release schedules from the technology perspective (i.e.
coordinate teams for delivery against release schedule).
--- Helps with the allocation of resources and provides teams with
the necessary support to remediate impediments and reported
issues.
--- Supports product teams and analysts with the delivery of new
features and capabilities while empowering them and allowing them
to be self-organized.
--- Creates and maintains project plans and schedules, and ensures
the project requirements are well defined to meet the project's
objectives according to the set schedule.
--- Manages budgets, SOWs, and tasks to support project governance
requirements.
--- Develops project budgets and tracks actual costs and variance
to approved budget while managing issues, risks, and changes to
project scope, schedule, and budget.
--- Monitors delivery team metrics to evaluate progress against
delivery milestones (e.g., release burnups).
--- Aggregates individual delivery pod status into portfolio-level
risks, assumptions and interdependencies.
--- Creates weekly reports highlighting the health of the overall
delivery status to program leadership and various stakeholders.
--- Coordinates the resolution of internal and external
dependencies across value streams and shared services.
--- Drives tactical day-to-day delivery process, including removing
impediments that negatively impact productivity or block the team's
process.
--- Works with Product Owners, Business Analysts, Scrum Masters,
Engineers, Quality Analysts and UX Designers to plan release
schedules across products.
--- Establishes and organizes application development plans that
align with business and IT goals and strategies.
--- Develops, executes, and composes clear and effective
communications, training, and post-delivery support plans.
--- Confirms team meets security and governance requirements, as
well as understands engineering delivery processes and change
management.
--- Provides technical leadership and contributions to improve
delivery of new programs.
--- Determines and drives engineering best practices across all of
Costco IT.
--- Identifies, tracks, and resolves technical issues impacting
multiple simultaneous projects.
--- Presents well-reasoned and data-driven solution proposals in
both verbal and written form to gain support, prioritizes
recommendations on roadmaps, and delivers results.
--- Finalizes project through identification and summarization of
lessons learned and creation of the project closedown report.
--- Ensures all project artifacts and deliverables are documented,
approved, and stored for re-usability, support, and audit purposes
in designated project tools.
--- Mentors team members in project management artifacts,
processes, tools, and techniques.
--- Maintains and fosters a sense of urgency within the team and
the organization.
--- Sets clear expectations for self and others and takes
appropriate actions to ensure obligations are met.
REQUIRED
--- Minimum of 3 years' experience of Delivery Management or
Project Manager experience in a related industry.
--- Demonstrated leadership in simultaneously managing multiple
large, complex projects that span cross-functional teams,
establishing sustainable processes while delivering on time, on
budget, with requirements met.
--- Experience designing and implementing Waterfall, or Agile or
DevOps processes in the SAFE or other methodologies.
--- Past experience leading development teams in Agile and
Waterfall.
--- Proven track record for successful delivery of projects and
working cross-functionally with business and IT.
--- Ability to create and manage detailed project plans, schedules,
and report critical paths.
--- Experience creating long and short-term plans, including
setting targets for milestones and driving team deadlines and
goals.
--- Experience conceptualizing complex interrelated applications
and system platforms.
--- Proven ability to develop business relationships and work
successfully with people at all levels of management.
--- Ability to communicate systems to non-technical team members
and business partners.
--- Strong communication skills, both oral and written, including
presentation skills to executive level business stakeholders.
--- Proven ability to manage program/project level budgeting and
provide financial tracking for large scale projects.
--- Demonstrated ability to motivate project teams in the
completion of projects.
--- Extremely responsive with a strong sense of urgency.
--- Able to support off-hours work as required, including weekends,
holidays, and 24/7 on call responsibilities on a rotational
basis.
Recommended
--- PMP, Scaled Agile, Scrum Master or equivalent experience.
--- Demonstrated technical and/or data related acumen, as a
delivery manager.
--- Working knowledge of Service Now (CARTS ) Portfolio and Program
Management module and/or similar tools such as Smartsheets, MS
Project, Ariba, Azure DevOps, Google Suite (e.g., Spreadsheets,
Doc, Presentation, etc.).
--- Effective communication with all levels of management and with
technical teams/vendors.
--- Experience working with domestic and international teams and
managing large scale projects.
--- Experience developing strategies with cross-functional teams
across a wide variety of disciplines.
--- Experience leading efforts to comply with local and
international sustainability compliance rules, regulations and
laws.
--- Knowledge of Data Management and Sustainability systems.
--- Ability to manage multiple complex projects concurrently.
--- Proven self-starter with the ability to work under limited
supervision.
--- Strong organizational and negotiation skills with attention to
detail and quality.
--- High level understanding of sustainability compliance and
regulatory landscape.

Level 2 - $105,000 - $135,000
Level 3 - $125,000 - $155,000
Level 4 - $145,000 - $200,000
