Position DescriptionSeattle City Light, a department of the City of Seattle, is one of the nation's largest municipally owned utilities in terms of the number of customers served. Over the years we have worked very hard to keep Seattle's electricity affordable, reliable, and environmentally sound. Today, City Light is a recognized national leader in energy efficiency and environmental stewardship.This is an exciting opportunity to serve on the leadership team of the Customer Operations Division, the branch of City Light responsible for account services for City Light's customers. The position serves as the Division Administrator, acting as a representative for the Director, and providing leadership, oversight, and advice to the Division management on complex budget, personnel, operations, and other critical issues.This position reports to the Director of the Customer Operations Division.Job Responsibilities

  • Serve as the personal representative of the Director or Division management in a variety of forums and before a wide array of audiences, ranging from staff to executive management;
  • Work independently, sometimes with little guidance; demonstrate a high level of accountability and reliability; develop mutually-respectful business relationships with managers and employees and all other staff;
  • Represent the Division in confidential HR matters. May include conducting, facilitating, coordinating, and/or assisting in processes such as grievances, employee investigations, and general labor relations and union issues; maintain full confidentiality and exhibit tact;
  • Advise management on HR policies, rules and procedures;
  • Develop and coordinate employee training programs; assist with developing and administering employee performance reviews;
  • Lead and participate in hiring processes; advise and assist in the development of interview procedures;
  • Coordinate procedures and processes with other administrative professionals in the Division;
  • Serve as team lead or personally carry out special studies, projects, or reports; serve on task forces and committees to make recommendations on administrative or operational policies, procedures or systems; conduct research, obtaining information from various sources and assessing its accuracy; and
  • Generate and interpret reports utilizing a range of software programs, including: MS Word, PowerPoint, Excel, Outlook, MS Project; Visio; City of Seattle and City Light budget and HR programs, such as Summit, EV5, EMR, HRIS.QualificationsEducation: Bachelor's degree in business or public administration or a related field.Experience:Requires three years of experience as an administrative staff assistant, administrative staff analyst, budget analyst or a related field.OR a combination of education and/or training and/or experience that provides an equivalent background required to perform the work.Candidates must also demonstrate experience and knowledge in the following areas:
    • Hiring processes, compensation and familiarity with creating job descriptions
    • Labor laws, ADA, union contract and negotiations
    • Human Resources practices and procedures
    • Human Resources Information Systems such as EV5 and EMR*Desired Qualifications: *
      • Experience and strong background in human resources administration and management;
      • Experience in labor relations, and administering collective bargaining agreements;
      • Exceptional interpersonal skills; ability to communicate positively and effectively with a professionally and multicultural diverse workforce;
      • Exceptional written and oral communication skills;
      • Self motivated; takes initiative; able to work independently and on teams; able to be productive with minimal oversight; strong organizational skills; detail-oriented; able to multi-task; adheres to tight deadlines;
      • Experience in leadership, and counseling;
      • Experience working with public sector budgeting, contracting, and financial processes, preferably with the City of Seattle;
      • Experience working with public sector Human Resources rules and procedures (e.g., collective bargaining agreements, hiring processes, civil service);
      • Experience working with sensitive information and maintaining full confidentiality;
      • Ability to understand technical concepts that are peculiar to engineering disciplines;
      • Ability to understand and interpret laws, policies, procedures;
