Systems Product Team (TSPT) is the multi-disciplined organization
within the RMD Engineering Directorate that is responsible for the
design, build, delivery and maintenance of complex custom automated
test environments used to support Raytheon products over their
complete lifecycle including engineering development, production,
field and depot support.TSPT has a need for an Engineering
Department Leader (DL) to lead the Effector Test Solutions AUR
Department, an organization of approximately 120 engineers. The
Effector Test Solutions AUR Department is responsible for the
strategic development of affordable state of the art test
environments. The Department Leader will be the point-of-contact
for all Effector products AUR related test systems solutions. Also,
the Department Leader is the functional interface to RMD
Operations' Strategic Make Centers where these test environments
are deployed. The Department Leader will be responsible for the
results and effectiveness of this department across all Effector
programs. The department is comprised of eight engineering sections
that include Electrical Engineers, Software Engineers and IPTL/Team
Leads. The Department Leader is accountable for strategic planning
and tactical execution of Effector AUR Test Solutions including
proposal support, production test systems
development/deployment/prove-in/sustainment, developing and
implementing strategies for common/re-usable test methods,
workforce growth and the Performance Impact process. The Department
Leader will collaborate across multiple disciplines and
organizations within RMD to enable the optimum Test Strategy for
the supported programs, including leading the major reviews of the
department's test environments.Responsibilities to Anticipate
(include but are not limited to):
- Engagement with program, engineering and production customers
to provide affordable test environments that ensure the highest
quality and reliability of their products
- Developing and implementing strategies for common, re-usable
test methods on common test platforms
- Assessment and support of proposal/bids and their associated
reviews
- Work through Section Leads and IPT Leaders to achieve optimum
program/functional cost/technical/schedule goals
- Working with the Directorate Leadership and other Department
Leaders to set and achieve the strategic vision for the
organization
- Engagement of Subject Matter Experts wherever necessary
- Resolution of programmatic and functional issues
- Perform Business Execution Reviews of the projects in work
- Participate in the definition, collection and analysis of
organizational metrics for continuous improvement
- Provide effective mentoring and guidance to Section Leads and
IPT Leads to ensure effective results
- Ensure a diverse and inclusive culture of respect and
trust
- Provide personnel career growth, performance development,
alignment of personnel goals to organizational goals, merit
planning, promotions, and employee training/mentoring
- Personnel recruiting, employee retention and manpower
management
- Managing department overhead expenses
- Execution of RMD and Directorate strategic initiatives
- TSPT process deployment and process improvement
- Support of program Independent Reviews
- May manage multiple teams led by managers, or May manage a
region, country, product or business of considerable size and
scope.
- Responsible for creating workforce and staffing plans for
department/unit to ensure availability of human capital necessary
to accomplish departmental business results.
- Requires ability to influence others to accept practices and
approaches, and ability to communicate and influence executive
leadership. Qualifications You Must Have:
- Bachelor's in Science, Technology, Engineering, or Mathematics
(STEM) and 12 years of prior relevant experience.
- Experience with Test Systems and/or Test Product Set (TPS)
design, integration, prove-in and sustainment
- Experience in a functional and/or program leadership role
including section manager, CAM or IPTL.
- Experience developing proposals/bids
- Experience with Earned Value Management System (EVMS) and
development and management of budgets
- Experience with project, program and/or task planning
- Experience leading cross functional teams
- The ability to obtain and maintain a US security clearance
prior to the start date. U.S. citizenship is required as only U.S.
citizens are eligible for a security clearance Qualifications we
