SDOT's Street Use division is seeking a Street Use Right of Way Permit Reviewer (Associate Civil Engineering Specialist). Street Use is a division of SDOT dedicated to permitting activities in the right of way. Street Use issues approximately 24,000 permits annually, most over the counter or through the online permitting system. The position is responsible for staffing the Street Use permit counter, answering questions from the general public, reviewing site plans, coordinating construction projects in the right of way, and issuing Street Use permits. The position requires daily contact with contractors, customers, and residents who need sidewalk restoration, dumpster, and/or utility permits, as well as the ability to answer questions about right of way impacts related to major utility and/or street improvement projects. This position reports to the Permit Services Supervisor. Job Responsibilities: * Work in a group of permit issuers/reviewers and perform right-of-way permitting and enforcement activities. * Staff the permit counter on a daily basis during business hours. * Ensure utility and other permits/plans are routed and reviewed appropriately and issued according to strict timelines. * Review and issue permits for construction/utility related activity in the right-of-way. * Review and issue online Street Use permits. * Review and issue over-the-counter permits at the permit counter. * Prepare correspondence relating to claims, complaints, and requests for information, City policies, procedures, rules, regulations, and requirements. * Meet with businesses, homeowners, and other City departments to resolve permit related issues. * Ensure and enforce compliance with terms of permits authorizing and controlling use of public properties and facilities. * Support the implementation of the Applicant Services program work related to screening, intake and triage. * Provide technical support and code interpretations, and solutions to successful application intake and permit issuance. * Provide quality controls at permit intake, payment processing, and permit dissemination. * Assist team with identifying staff development/training needs, recommend training activities. * Coordinate training to familiarize personnel with new service model as it relates to policies and procedures to maintain consistency and increase staff knowledge. * Work with staff in the creation and management of permit related files and electronic documentation in the permit database. * Coordinate project information to City and non-City contacts for construction coordination management when required. * Review plans and applications accepted by staff for consistency. * Advise applicants, industrial professionals, community representatives, and private citizens of code and ordinance requirements and department procedures. * Support department goals in promoting diversity, race, and social justice work. Qualifications:Minimum Qualifications: * Requires two (2) years experience in Civil Engineering or related field and an Associate Degree in Civil Engineering Technology or two years of college level coursework in engineering and construction technology (or a combination of education and/or training and/or experience which provides an equivalent background required to perform the work of the class). * Current Washington State driver's license or evidence of equivalent mobility. Additional Desired Qualifications: * Demonstrated ability to read, interpret, and articulate applicable transportation codes, ordinances, and rules and regulations. * Ability to negotiate, mediate, and facilitate contentious issues to positive conclusion within charged atmosphere. * Computer proficiency in using Outlook, Word, Excel, Access, Hansen, GIS; and knowledge of databases and their application and use in a work environment. * Excellent written and oral communication skills. * Experience in regulatory or permitting activities in a complex governmental and urban environment. * Detail oriented, with strong organizational, time-management, and customer service skills. * Able to problem solve and produce high quality work within tight deadlines on multiple projects. * Work independently while keeping supervisor informed of progress and issues. * Ability to effectively work in a multi-cultural workplace with a diverse customer base. Additional Information:Work Environment/Physical Demands: * Most work is performed in a normal City work/office environment. * Field assignments entail exposure to all types of weather, traffic, hazardous/toxic substances and work in or near construction sites. * May be required to lift over 50 pounds. * May be required to stand, walk, or bend for extended periods of time. * Overnight travel may be required.
