The Hazardous Waste and Toxics Reduction (HWTR) Program within the Department of Ecology is looking to fill a Senior Compliance Policy Specialist. This position is located in our Headquarters Building in Lacey, WA. We are looking for applicants who possess excellent people skills, the ability to understand and interpret complex regulations and make balanced policy decisions on unclear areas within the regulations. Applicants should have experience in working collaboratively on teams to solve complex problems with various stakeholders. Knowledge of the dangerous waste regulations or federal Resource Conservation and Recovery Act (RCRA) regulations is needed to successfully develop balanced policies and solutions. Statewide impacts Duties The Hazardous Waste and Toxics Reduction (HWTR) Program is made up of people dedicated to fostering sustainability, preventing pollution, and promoting safe waste management. We do many different things in a coordinated approach to protect the people and environment of Washington from pollution from hazardous products and waste. Why join the team? Join our team in creating clear regulatory requirements, guidance and policies that are designed to protect the public and environment from mis-managed Dangerous Waste. Together, we: * Coordinate within the agency to identify problematic areas within the Dangerous Waste rules, and create viable solutions for consistent implementation. * Work with stakeholders to explore the intent of federal and state statues and rules in order to develop policy-based solutions for how these rules can be enforced in an environmentally sound, realistic, and economically viable way. * Develop clear, implementable, and enforceable permits for complex facilities that treat, store, dispose and/or recycle dangerous waste. * Update the dangerous waste rules to stay consistent with the Environmental Protection Agency's (EPA) rules. * Protect tax payers by requiring high risk dangerous waste processing and recycling facilities have funds set aside for emergencies or accidents. * Ensure public participation in rulemaking and cleanup processes. * Support Environmental Justice inclusion throughout the agency. What does the Senior Compliance Policy Specialist do? This position is the agency's dangerous waste compliance policy expert. They are responsible for ensuring dangerous waste compliance policies are implemented across the agency. This position will: * Work with several groups across the agency to develop policy and coordinate guidance through Ecology's Dangerous Waste (DW) Compliance Network. * Review, prioritize and update outdated compliance policy and guidance documents for the Generator Improvement Rule (GIR) implementation. This rule resulted in a major reorganization of the DW rules to make them easier to follow, clarify existing requirements, increase flexibility and improve environmental protection. * Develop processes, tools, guidance and policies to assist in consistent statewide implementation of the Dangerous Waste regulations. * Participate on the pharmaceutical rule development team. * Conduct inventory review of existing agency "Dangerous Waste interpretive and policy statements" required under RCW 34.05.010. * Respond to highly complex and/or politically sensitive inquiries related to Dangerous Waste compliance policies. Review compliance related draft legislation, and draft bill analyses and assist the program Legislative Coordinator prepare legislative documents as needed. * Represent the agency on interagency workgroups, interstate organizations, or federal EPA advisory committees working on RCRA compliance policy, legislation or other regulatory development. Who are we looking for? * An experienced environmental policy specialist who is proactive, has a collaborative decision making style, and a positive attitude. * Applicants that work well with all types of personalities, has a passion for environmental work, and attention to detail. Qualifications Required Qualifications: A Bachelor's degree involving major study in environmental, physical, or one of the natural sciences AND six years of professional level experience in environmental analysis or control, or environmental planning which includes two years equal to an Environmental Specialist 3 or above. Additional qualifying experience will substitute, year for year, for education. OR A Master's degree in one of the above fields and four years of professional level experience as required above. OR A Ph.D. in one of the above fields and three years of professional-level experience as required above. NOTE: At least 3 of the above years of education or experience must include coordinating, facilitating, leading group processes, running meetings, mediating, problem solving, and organizing/managing people, problems and projects. NOTE: At least 3 of the above years of experience must include implementing the Dangerous Waste regulations, Chapter 173-303 WAC or equivalent state or federal RCRA regulations, 40 CFR Parts 260-280. Desired Qualifications: * Experience working with environmental legislation, regulations and policies at the federal, state, and local levels. * Experience using negotiation and conflict resolution skills to reach successful conclusions. * Experience reviewing and understanding complex technical documents and making them understandable by a wide range of audiences including managers, professional colleagues, facilities, and the public.
