FAMILY ADVOCATE**This is a 10-month cyclical position that is works from September - June each year**
KEY WORK ACTIVITIES:The Family Advocate works with enrolled families of children 3-5 years old to deliver services to support family well-being, child learning and development, and foster parental confidence and skills that promote the early learning and development of their children. The Family Advocate accomplishes this through individualized family partnerships that take into account family strengths, needs, and goals, along with any existing plans made with other community agencies. The Family Advocate may work directly with families, or may assist the Teacher/Family Advocate in their work with families. This is a full time, classified position and reports to the Family Service Manager.KEY COMPETENCIES (specific knowledge, skills or skill sets, and/or abilities necessary to perform work activities):


  • Be able to perform all the essential functions of the position

  • Ability to problem-solve and handle sensitive information and difficult situations tactfully and confidentially
  • Must be knowledgeable of and work in accordance with Head Start/ECEAP Performance Standards, department and College policies and regulations, and negotiated agreements
  • Must be able to use a computer for written communication, data entry, spreadsheet applications, and report creation.
  • Must be able to respond to and initiate communication with college/program employees, staff of other institutions, outside agencies, enrolled families, and the general public

      • Social Work/Case Management

        • Assist Teacher/Family Advocates in identifying resources to work with lower-risk
        • Work directly with a caseload of higher-needs families developing individualized family partnerships
        • helping parents set goals
        • conduct one-on-one home visits as needed and as required by the program
        • Other duties as required


        • Ongoing Monitoring and Data Management

          • Work with families to ensure all required paperwork is completed and on time
          • Perform daily data entry into our case management database
          • Monitor data regularly to ensure compliance with program standards
          • Other duties as required


          • Collaborate With Other Program Areas and Community Partners

            • Work with Teacher/Family Advocates, Mental Health Specialist, Education Site Managers, and other program area staff to ensure high quality delivery of services to families on caseload
            • Develop collaborative relationships with community partners
            • Represent Head Start/ECEAP at community events as needed
            • Other duties as required




              Qualifications
              MINIMUM QUALIFICATIONSOne of the following is required:

              • An associate degree with the equivalent of 30 college quarter credits of adult education, human development, human services, family support, social work, early childhood education, child development, psychology, or another field directly related to their job responsibilities, AND four years of task-oriented social work experience, OR
              • A bachelor degree with the equivalent of 30 college quarter credits of adult education, human development, human services, family support, social work, early childhood education, child development, psychology, or another field directly related to their job responsibilities, AND two years of task-oriented social work experience

                DESIRED QUALIFICATIONSWork experience with the following:

                • Working with low-income families with young children
                • Working with families who are dual language learners
                • Maintaining a complex written and electronic documentation and record-keeping system.

                  CONDITIONS OF EMPLOYMENTHiring for this position is on the condition that candidates meet the following requirements:Before Starting Work:

                  • Submit paperwork indicating negative TB Test or clear chest x-ray within one year of hire date
                  • Show proof of Tdap booster vaccination
                  • Show proof of current MMR vaccination or immunity
                  • Submit proof of a cleared Portable Background Check from the Washington State Department of Early Learning (NOTE: if you do not have a current PBC, you must first create an account in the DEL's MERIT system by . The fees for obtaining a PBC are your responsibility. The entire process of obtaining a PBC takes 3-4 weeks. You may not start working until we have a copy of your cleared PBC.)

                    Within three days of hire:

                    • Submit proof of US Citizenship or ability to work in US (must show original social security or Alien Registration Card/Work Permit, as well as one piece of picture identification)
                    • Completion of all pertinent personnel/payroll forms

                      Within 30 days of hire:

                      • Submit official education transcript(s) showing employee meets the educational requirements of the position

                        Within 60 days of hire:

                        • Signed statement by a health provider that the employee is free from communicable diseases and physically able to perform job responsibilities.

                          Condition of continued employment:

                          • Successfully complete a nine-month probationary period

                            COMPENSATIONSalary range: Beginning salary is $3332 per month for 40 hours per week for ten months each year, with incremental increases to $4361 per month plus a full state benefits package, which includes tuition waivers for college classes, medical, dental, retirement options and more.
