The Department of Radiation Oncology has an outstanding opportunity for a full-time Financial Analyst. The purpose of this position is to manage and oversee all non-grant budgets within Radiation Oncology which includes 53 budgets totaling -$30M. This position also contributes to process improvement. This position structurally reports to the Vice Chair of Finance and Administration, and works directly with the Assistant Director of Finance & Grants. Functional areas include financial project management, process improvement, Cyclotron Recharge Center financial support, as well as staff supervision.

Position Complexities:

The Department of Radiation Oncology resides within the School of Medicine, and is also within the UW Medicine structure. The financial operations of the department are inherently complex due to the entities external to the University of Washington with whom we work, including Seattle Children's Hospital, University of Washington Physicians and Fred Hutch Cancer Center. Within this structure, the Financial Analyst will assist with the following: in collaboration with the Vice Chair and the Assistant Director, oversee department general finance; including annual budgeting that may include external funding sources; provide financial support for the Cyclotron recharge center whose services include research protocols and patient care. The Financial Analyst will also contribute to process improvement as well as develop and maintain financial procedures for the Department with the goal of standardization, increased efficiency and ensuring compliance with Institutional guidelines.

The Financial Analyst assures that the financial status of the department and the recharge center align with university guidelines.

Duties and Responsibilities:

Financial management & Process Improvement 50%

--- Sole responsibility of managing and overseeing non-grant budgets totaling -$30M. Manage department monthly and quarterly financial reports
--- Manage all department payroll and purchasing activities
--- Provide financial analysis for department wide process improvement projects
--- Analyze and report budget changes and trend analysis
--- Contribute to the planning process, allocation, and the monitoring of budget funding
--- Develop and manage department financial record keeping systems and databases
--- Review, reconcile, update, and manage financial systems and budgets for accuracy and timeliness
--- Develop and prepare complex and detailed fiscal reports for management
--- Conduct financial and feasibility analyses for proposed projects and initiatives
--- Contribute to the design, development, implementation and modification of budgetary policies
--- Forecast fiscal needs/commitments, develop long-term planning documents, and contribute to the planning of new programs
--- Ensure adequate audit trails and internal controls are implemented and are in compliance with policies and procedures set at the Federal, State and UW levels
--- Participate in work groups, offering suggestions to streamline and simplify systems and procedures, improve processes and operations
--- Participate in preparing the department annual report

Recharge center finance management 35%

--- Act as the Finance point of contact for Cyclotron recharge center, managing the center's budget accounts
--- Oversee contracts & purchase orders, support Director with contract negotiation
--- Manage invoice and payment for the Cyclotron center
--- Manage NDAs and related business documents for the center, working closely with vendors
--- Manage center monthly budget projection report and quarterly financial reports
--- Develop recharge center rate proposal in collaboration with Center Director
--- Develop and manage center record keeping systems and databases

Other Financial Tasks and Support to VCFA 15%

--- Create and present financial reports on department's budget status
--- Prepare managerial reports
--- Assist VCFA with policy and procedure development consistent with University requirements
--- Prepare and transmit confidential and sensitive communication on behalf of VCFA and Chair
--- Prepare presentation materials for the VCFA for use at local, national, and international meetings
--- Other duties as assigned

Supervisory Responsibilities:

--- Oversee and supervise 1.0FTE Fiscal Specialist 2

Requirements include:

  • Bachelor's Degree in finance or business
  • Two years of finance experience
  • Must be detail oriented and highly organized; Excellent written and verbal communication skills
  • Occasional evening and weekend work is required; work hours may exceed 40 hours per week and are deadline dependent

    Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.
