Job Description:

The GIS Analyst will work with the GIS Program Manager to design and create GIS products while providing support to GIS users of all levels within the tribal administration. The GIS Analyst will also assist in management of data workflows and the coordination of data sharing between departments within the administration. The GIS Analyst implements, coordinates, and maintains internal technical standards associated with spatial data and GIS technology as well as assists the GIS Manager when developing and managing databases related to spatial data. Oversees the technical aspects of delegated GIS projects.Essential FunctionsPerform complex GIS data manipulation, analysis, extraction, and generationCreate, collect, manage and distribute spatial data Compile and organize GIS data from maps, databases and other sourcesPerforms analysis of spatial data and generates reports based on the resultsDesign, build and customize mobile GIS data collection applicationsAutomate GIS data processing tasksDevelop and maintain online mapping applications and databases Communicate with internal and external GIS and data usersDesign and create high quality mapsDirectly provide training and support for GIS usersAssist GIS Manager to develop GIS training materials and train staffAssist GIS Manager with administering ArcGIS Enterprise Portal and AGOLTroubleshooting GIS applications, GPS and data collection toolsAssist with UAV data collection and processingField data collectionOther duties as assigned

A master's degree in a related field with extensive coursework in GIS can substitute for two years of relevant work experience.Minimum 6 years' experience with GIS analysis, data management, and cartography. Experience designing, developing and completing GIS projects.Experience designing and building robust enterprise-level geodatabases Experience with scientific data collectionExperience designing data collection protocols and developing data collection applications.Experience with high precision GPS data collectionExperience with ESRI application suite and customizationsExperience creating high quality maps based on sound cartography principles and aestheticsMust be proficient in ArcDesktop and ArcPro software and processing toolsMust have experience programming with Python and JavascriptAbility to communicate effectively both orally and in written formAbility to work with a team and communicates clearly with team membersAbility to take initiative to identify and solve problems independentlyAbility to develop and maintain online spatial data tools for non-GIS users.Knowledge of project management and ability to apply that knowledge to projects with considerable technical complexity. Considerable skill in applying GIS technology to solve more difficult analytical problems.Considerable skill in troubleshooting GIS applications and dataPractical, working experience with GIS software outside of the ESRI ecosystemMust be proficient with computers and general office equipment. Knowledge of the principles of geographic information science and GIS technology. Extensive skill in the use of GIS software, particularly ESRI as well as proficiency in programming languages such at Python and Arcade as well as other languages such as SQL, HTML5, CSS, Java, JavaScript. Familiarity in the use of personal productivity software, Microsoft Office and Adobe Creative Suite.
