Position Description
The Seattle Department of Transportation's Maintenance Operations Division/Night Operations is seeking a Street Maintenance Crew Chief. This position is a first line supervisor responsible for supervising field crews, performing off hours street maintenance including emergency response, snow and ice response, storm response, alley flushing, street sweeping and other maintenance activities. The Crew Chief also must inspect work sites, evaluate employee performance, and provide excellent customer service to internal and external customers. This position reports to Street Maintenance Supervisor.

This is the first level of a two-class series in the Rights-of-Way Maintenance Group, and employees in this class function as first-line supervisors over maintenance crews. Street Maintenance Crew Chiefs exercise judgment in interpreting, adapting and applying established departmental and Citywide guidelines, policies and procedures to specific circumstances or problems; they must have an overall knowledge of public works construction and associated equipment; and the work requires knowledge of the practices, methods and tools of street maintenance.

Employees in this class are responsible for developing cost-effective estimates and for recommending new methods of operation due to changing technology. Street Maintenance Crew Chiefs receive broad, general direction from supervisors, with little review of daily activities, since supervisors are located away from field work locations. Personal contacts are maintained primarily within the department, with employees of other utilities and City departments and with the public to coordinate work, resolve problems and exchange information.
Job Responsibilities

  • Supervises, plans, schedules, coordinates and evaluates the work of subordinate crews which include employees in the Laborer class series, Truck Drivers, Construction and Maintenance Equipment Operators and other construction and maintenance related personnel, and participates in the hiring of subordinates and provides for their training
  • Inspects work sites and reviews work orders prior to initiation of work, specifies work procedures necessary to handle non-routine work and inspects work in progress and completed work for acceptability, completeness and compliance with directions
  • Assists Street Maintenance Supervisor in reviewing work orders, scheduling and assigning crew activities
  • Coordinates with other sections, utilities and contractors to ensure continuity of work progress with a minimum of disruption or delay
  • Inspects or directs subordinates to inspect work tools and equipment and ensures equipment maintenance and compliance with established periodic maintenance programs
  • Evaluates suggestions of subordinates regarding materials, tools, equipment and work procedures
  • Assists the Street Maintenance Supervisor in determining the need for new or different materials, tools and equipment; makes recommendations regarding the priority of needs and how they can be best satisfied
  • Checks daily time and worksheets, requisition forms and work orders for correct time and material charges; maintains records for future reference
  • Ensures that the work environment, tools and equipment of subordinates comply with state and federal safety regulations, conducts and participates in employee and supervisory safety meetings
  • Responsible for emergency response including snow & ice, windstorms and other emergency issues that arise. This position is an essential employee and emergency response is required 24/7 when needed

    Qualifications
    Required Qualifications :
    • Three years public works experience in which the primary work of the unit was in road or street construction and maintenance, traffic channelization, installation of non-electric traffic control devices or roadway structure work
    • Equivalent of education plus experience or an equivalent combination of education and experience that demonstrates the ability to perform the position duties
    • Ability to effectively work in a multi-cultural workplace with a diverse customer base Desired Qualifications :
      • Prefer five years of experience in transportation/street maintenance
      • Familiar with Hansen 8, Word, Excel, Groupwise and HRIS
      • Familiar with pay codes and payroll system
      • Ability to work with and supervise a work force represented by a variety of unions
      • Multilingual ability a plus

        Additional Information
        Licensing/Certifications Requirements :
        • Valid and current State Driver's License or evidence of equivalent mobility
        • A background check may be required for this position
        • A "complete" five-year driver's abstract (obtained at applicant's expense) must be submitted on request Other Position Requirements :
          • Occasionally required to work outdoors in inclement weather conditions and in heavy traffic
          • Occasionally required to be on call 24-hours
