POSITION SUMMARY
The Finance Director will have primary responsibility for planning,
implementing, managing and controlling all financial-related
activities including accounting, finance, forecasting, strategic
planning, cost accounting, asset management, and investor
obligations. The Finance Director will provide strategic leadership
and establish the agency's overall financial and contractual
environment, including pricing. The Finance Director will ensure
all proper controls and systems are in place; enforce or ensure
compliance with laws and regulations governing financial and
securities institutions and financial and real estate transactions;
and ensure there is sufficient capital and financial information
for the agency to operate soundly and compliantly.

Essential Functions Summaries
Develop and regularly prepare relevant Board and Senior Management
Team financial management dashboards and key highlights. Interpret
and explain the financial analysis and dashboard for use in timely
decision making.
Oversee all accounting functions in providing and directing
procedures and systems necessary to maintain proper records and to
ensure adequate accounting controls in compliance with US GAAP and
the agency's Accounting Policies.
Resolve problems concerning the overall financial integrity of
banking accounts including loan investment portfolios, capital, and
earnings.
Confer with officials of real estate or financial institution
industries to exchange views and discuss issues or pending
cases.
Review balance sheets, operating income and expense accounts, and
loan documentation to confirm agency assets and liabilities.
Review audit reports of internal and external auditors to monitor
adequacy of scope of reports or to discover specific weaknesses in
internal routines.
Ensure compliance with applicable Cost Accounting Standards (CAS)
and Federal Acquisition Regulations (FAR) and help establish
standard costs and update them as appropriate to classify costs
accurately.
Construct data accumulation systems for a cost accounting system
while taking a hands-on lead position of developing, implementing,
and maintaining a comprehensive cost accounting system.
Help maintain and control job costs by collecting and recording
direct costs (materials, labor and subcontract services) and
allocating indirect costs using a sound application methodology.
Create cost reports comparing actual costs to-date vs. estimated
costs and distribute forecasted costs monthly.
Review and analyze new, proposed, or revised laws, regulations,
policies, and procedures to interpret their meaning and determine
their impact.
Investigate activities to enforce laws and regulations and to
ensure legality of transactions and operations or financial
solvency.
Prepare reports, exhibits and other supporting schedules that
detail the agency's soundness, compliance with laws and
regulations, and recommended solutions to questionable financial
conditions.
Establish guidelines for procedures and policies that comply with
new and revised regulations and direct their implementation.
Evaluate data processing applications to develop recommendations
for coordinating existing systems with examination procedures.
Verify and inspect cash reserves, assigned collateral and
bank-owned securities to ensure accuracy and compliance.
Oversee or provide regulatory compliance training to employees and
check internal control procedures.
Review requests for mergers, acquisitions, establishment of new
programs or ventures, to determine value, conformance to
regulations, and recommend acceptance or rejection.
Direct and participate in formal and informal meetings with bank
directors, trustees, senior management, counsels, outside
accountants and consultants to gather information and discuss
findings.
Plan, supervise, and review work of assigned subordinates.
Identify viable projects and preparation of business cases to
support the Senior Management Team and the Board of Commissioners
in making decisions.
Apply for funding and financing, including alternative sources of
funds such as community investment funds.
Developing financial pro forma and writing business plans for
multi-unit residential projects.
Prepare regular reports on progress, budgets, and expenditures
related to the management of real estate development
activities.
POSITION QUALIFICATIONS
Required Education and Experience
Education:
Bachelor's Degree (four-year college or technical school) Required,
Field of Study: Business or Accounting
Master's Degree Preferred, Field of Study: Business or
Accounting
Required Experience:
Experience in Finance for a government entity, corporation, or
non-profit social service organization. (Preferred 10+ years)
Experience in leading accounting/finance teams and strong
understanding of government contract accounting. (Preferred 5+
years)
2 plus years of experience in Managerial experience with a
non-profit social service or a public municipality.
Preferred Experience:
Experience in Real Estate Acquisition or Development.
Experience working with Housing and Urban Development (HUD) or
low-income housing programs.
Experience in Federal Acquisition Regulations and Cost Accounting
Standards.
Bremerton Housing Authority has the discretion to accept any other
equivalent combination of education and experience when
relevant.
Computer Skills:
Must have intermediate experience working with Excel
spreadsheets.
Must have adequate experience using Word and Outlook.
Having experience in YARDI accounting systems is a definite
plus.
Certifications & Licenses: Highly prefer Certified Public
Accountant or Certified Management Accountant designations.
Other Requirements:
Must possess a valid driver's license for use in Washington State
and with the continued ability to be covered under Bremerton
Housing Authority's auto insurance policies.

WORK ENVIRONMENT
This is primarily an office position. The employee sits at a desk
working on a computer, but has the opportunity to move at will.
Hand-eye coordination is necessary to operate various types of
office equipment. Several hours a day could be spent in
conversations with other staff, leaders, or business affiliates.
The employee will occasionally lift and carry up to 20 lbs.
